Overall Purpose of The Job
- To work independently, to plan and develop, direct, and manage all procurement related activities for vessels.
- Head all procurement, purchasing, and supplier management. Ensure all necessary steps are taken to supply vessels as per required quality, efficiently and cost-effectively. Responsible for the entire Procurement process including sourcing and selecting vendors, administering bid process, and issuing purchase orders.
- Develop, negotiate, and administer purchasing agreements and contracts with suppliers and service providers in support of organisational requirements.
- Guarantee high efficiency, excellent quality and ensure continuous improvement in the overall service, focusing in particular on cost saving, consolidating products with suppliers to generate volumes and improve pricing.
Key Responsibilities And Tasks
- In charge for all procurement activities of assigned vessels within Oceanic and its associate operations
- Responsible for the entire process in the planning of procurement activities, onboard stock level control, and enables functioning processes to avoid costly delays and lost opportunities
- Ensures effective lines of communication to ensure timely delivery of commodities using the most appropriate procurement procedures
- Introduces process improvements in the procurement process and identifies new vendors/suppliers without jeopardising quality and service delivery
- Establishes client specific purchasing policies, procedures and best practices and ensure purchasing activities are carried out in accordance
- Monitors contract pricing and ensures that prices paid for are in line with associated agreements and local /global market pricing
- Manages the network of suppliers, elaborate supplier selection, and evaluation, quality, and performance measurement mechanisms
- Prepares monthly, quarterly, and annual procurement plans and progress reports as required
- Ensures transparent and competitive procurement arrangements are conducted properly, documented as required, and in compliance with the Companies standards and procedures
- Plans, organises, and leads bid solicitation process including drafting and issuing RFQ, RFP, RFI, Tenders, by applying bid evaluation criteria and guiding clients on the processes involved
- Calls for and oversees selection committees to review applications and select vendors
- Ensures the integrity of the competitive process, facilitate bidder debriefings where necessary, and exercise appropriate judgment and tact while ensuring to protect confidential information
- Prepares service delivery contracts, leases, and purchase orders for all new build and take-over needs
- Maintains procurement files including all relevant documentation and vendor tracking system
- Maintains all relevant information concerning the Company’s suppliers
- Manages vendor contracts and maintains relationships with suppliers to ensure completeness of deliverables outlined in the contract, i.e. ensures all vendor complaints and concerns are addressed promptly to ensures that the projects and operations continue to receive uninterrupted service at all times
- Completes performance reviews with all team members, as per Group guidance
- Ensures all team members have clear SMART objectives set
- Guides all team members to perform at effective or above and deals with any underperforming issues appropriately and in accordance with HR policies
- Develops a comprehensive understanding of the supplier partners objectives, challenges, and growth enablers to gain detailed insight and identify new opportunities
- Establishes framework agreements with suppliers and ensure relevant goods and services are purchased under such agreements whenever possible
- Ensures full use is made of group contracts when planning orders, relative to vessel profile and the market it services
- Co-ordinates with the corresponding accounts department the “Terms of Payments” with suppliers
- Monitors the maintenance of information concerning materials, sources of supply, market developments and trends of new products
- Ensures that due regard is given to maintaining approved standards, methods, quality, and health in respect to transaction or purchases made by the Company
- Sources, identifies and discovers new suppliers with the right fit, quality, and comparative pricing
- Enhances and develops long term relationships with existing and targeted supplier partners to develop new sourcing models and programs
- Performs any other procurement related tasks as requested by the Line Management

Essential
- Minimum 7-10 years of senior management experience related to logistics & procurement in the shipping industry.
- Analytical rigor and ability to structure ill-defined problems to actionable recommendations
- Excellent negotiation skills to ensure the supply is procured at best price and aligned with forecasted budget
- Financial acumen and understanding of financial models to achieve financial goals
- Proven expertise in cost negotiation, product management and development and quality
- Highly organized and able to use organizational tools to track multiple tasks and work in tight schedules
- Outstanding communication ability to promote ideas and proposals through credibility, influence and persuasion
- Excellent command of the English language both written and oral as this role interacts with a wide and large number of stakeholders at all levels.
Desirable
- Experience of working in large multinational company in the leisure and luxury hospitality industry.
- Experience in Logistics Management
- Master’s Degree preferred
- Previous experience in start-up and new build projects
- Additional languages
