The Service & Team:

An exciting opportunity has arisen to join Cornwall Council as a AMHP Hub Team Manager within the 24/7 Mental Health AMHP Hub Duty Service. This dynamic and fast-paced team operates as a centralised, county-wide service providing statutory Mental Health Act assessments and consultation across Cornwall. The role is integral to the delivery of high-quality, person-centred mental health interventions and requires strong operational oversight, clinical knowledge, and strategic thinking.

Key Responsibilities

Operational Leadership

  • Take joint responsibility for the effective day-to-day operation of the AMHP Hub, ensuring that the 24/7 duty rota is appropriately staffed and that statutory functions are delivered consistently and safely.
  • Actively participate in a reduced number of Mental Health Act assessments to maintain AMHP approval and practice credibility.
  • Monitor workload allocation, prioritise urgent assessments, and provide clear guidance during complex or high-risk situations.

Team and Staff Management

  • Provide professional leadership and line management to a team of AMHPs, offering regular reflective supervision, peer supervision, performance appraisals, and support with continuing professional development.
  • Foster a culture of learning, wellbeing, and collaboration within the team, ensuring all staff have access to development opportunities and feel supported in their roles.
  • Lead on staff recruitment, induction, retention strategies, and succession planning to ensure service resilience.

Practice Governance and Legal Oversight

  • Ensure team practice is compliant with all relevant legislation including the Mental Health Act (1983, 2007), Mental Capacity Act, Care Act, Human Rights Act, and associated Codes of Practice.
  • Offer expert legal advice to practitioners and wider stakeholders regarding statutory powers, least restrictive principles, and the interface with safeguarding and risk management.

Communication and Partnership Working

  • Act as a key link between the AMHP Hub, community mental health services, inpatient units, emergency services, and partner agencies.
  • Develop strong working relationships with health colleagues, police, ambulance services, and the voluntary sector to support timely, coordinated responses to mental health crises.
  • Ensure consistent and transparent communication between frontline staff and senior leadership, escalating risks, resource needs, and good practice examples as required.

Quality Assurance and Service Development

  • Lead on the development, implementation, and review of systems, policies, and procedures that underpin safe and effective AMHP practice.
  • Use performance data, audit findings, and case analysis to inform practice improvements and contribute to service development.
  • Participate in and support inspection, audit, and peer review processes as part of a wider commitment to continuous quality improvement.

Strategic and Financial Awareness

  • Contribute to the delivery of services that are cost-effective, legally sound, and aligned with strategic priorities of Cornwall Council’s Adult Social Care and Mental Health Services.
  • Support the Service Manager in identifying pressures, service gaps, and opportunities for innovation.

Working Pattern

The team operates a 24-hour, 7 day a week service, working with people presenting with acute mental health needs and is supported through a flexible shift arrangement designed to meet service demand and operational requirements. While the Team Manager will be required to primarily work Monday to Friday, a flexible approach is essential to support the needs of the service when required. Enhancements are payable for working unsocial hours together with On Call payments as per policy.

This is a full time position. In line with Cornwall Council Policy flexible working options are available for this role, such as compressed hours and hybrid work arrangements.

Essential Requirements

What you’ll need to succeed:

  • Social Work qualification or equivalent professional registration.
  • Current Approved Mental Health Professional (AMHP) warrant.
  • Demonstrable experience in mental health services, including leadership or management of staff.
  • In-depth knowledge of statutory frameworks, safeguarding, risk assessment, and rights-based approaches.
  • Excellent communication, organisational, and decision-making skills, with a calm, confident approach in high-pressure situations.
