As the FEC AMLR Implementation Manager, you play a crucial role in supporting DLL countries in adhering to the AMLR Regulation by taking measures specifically designed for DLL. The implementation of AMLR will serve to protect our organization against FEC risks related to money laundering, terrorism financing and sanctions. Your responsibility involves coordinating the various activities, interacting with second line colleagues where needed and providing resolutions to dilemmas that the regulation will pose. Further, in re-visiting processes and procedures, there is a desire to uplift and ensure DLL is facilitating a smooth integration of FEC into our Customer Acceptance Journey. Through these efforts, you will have significant positive impact, enhancing our business decision-making while also promoting a sustainable FEC Cultures.
Fighting financial crime within DLL and providing excellent service by contributing to a safer and more secure financial system, that is what our FEC team does. The FEC team is in the 1st line of responsibility (1LoR), and we work closely together with the 2nd line of responsibility (2LoR), our Financial Crime Compliance team. Most of the team works from our headquarters in Eindhoven where we support the regions and countries DLL has offices in, and some team members live elsewhere in Europe. Day To Day
- You will be responsible for supporting the FEC MT with ensuring successful implementation of AMLR requirements by; planning, monitoring, interpreting and facilitating the solutioning of dilemmas related to the regulation whilst continuously contributing to improving the FEC organization.
- Support in translating AMLR requirements to business operations (systems, tooling) aligning with DLL's and Rabobank’s strategic objectives and customer journey.
- Provide a strong focus on business change management, advising business units, markets, the FEC network, IT, and other stakeholders on the AMLR program.
- You will safeguard the correct implementation of the updated DLL AML/CTF procedures into DLL’s FEC processes.
- You will identify and analyze developments in relation to AMLR including upcoming Regulatory Technical Standards and advise on how their impact can be implemented in the current DLL landscape.
- Your role involves creating insights on AMLR across the DLL organization. This includes supporting senior management and the relevant Committees for oversight, as well as driving and facilitating the necessary business changes and key processes.
- You will ensure that the implementation plan is aligned with relevant DLL internal policies and standards, Rabobank Group policies and standards which are based on external regulations (AMLR, ECB, etc.) and guidelines (EBA, AMLA, etc.).
- Continuously, you will advise on how to embed requirements of AMLR in the FEC Target Operating Model.

Essentials
Most important is that you are skilled in change/implementation management and that you have experience in implementing new (regulatory) policies or project management in this field. You are comfortable saying no and pushing back while discussing topics with internal/external stakeholders. You are the one implementing the new AMLR policy in 25+ countries for DLL, this requires excellent international stakeholders management. Some other thing we hope you have:
- It would be great if you already have FEC (regulation) experience in the Financial Services industry or supervisory authority. Experience in risk, due diligence or compliance is also a plus.
- University Bachelor’s degree (e.g., in Law, Business Administration, Finance, Economics or a related field).
- Pioneering attitude: Be a self-starter, focused on solutions, and have the ability to understand challenging contexts.
- Excellent proficiency in English language (both written and verbal).
- We are open for candidates from The Netherlands, UK and Sweden (Stockholm). You should be able to work 2-3x a week in the DLL office of your country and we expect that the team meets in The Netherlands every 6 weeks.
