Overview:
We are currently seeking multiple experienced BCBS 239 Data Governance Consultants to support a major regulatory data initiative focused on enhancing risk data aggregation and reporting capabilities. The role follows a hybrid working model with 3 days onsite per week in Glasgow.
Candidates must be based locally or able to commute at their own expense, as travel and accommodation costs will not be reimbursed.
Key Responsibilities:
- Ensure compliance with BCBS 239 principles and support implementation of Risk Data Aggregation and Reporting (RDAR) frameworks.
- Identify and document Critical Data Elements (CDEs) and trace data lineage from source to report across multiple systems.
- Support the build and maintenance of metadata repositories and data catalogues using tools like Collibra.
- Apply data governance frameworks such as DAMA-DMBOK to existing processes and support the implementation of global data standards.
- Conduct assessments of data quality controls, data models, and ETL processes.
- Engage with technical and business stakeholders to facilitate data discovery workshops, document system flows, and present lineage findings in a business-friendly manner.
Required Skills & Experience:
Regulatory & Domain Knowledge
- In-depth understanding of BCBS 239 compliance requirements.
- Familiarity with risk data aggregation and reporting principles.
- Knowledge of banking data domains; operational data experience is a plus.
Data Lineage & Metadata Management
- Strong experience identifying and documenting Critical Data Elements (CDEs).
- Ability to collaborate with system owners and SMEs to trace end-to-end data flows.
- Proficient in data lineage tools (e.g., Collibra) and metadata repositories.
Data Governance & Management
- Solid understanding of data governance frameworks (e.g., DAMA-DMBOK).
- Experience applying global data standards in large organisations.
- Awareness of data quality dimensions and implementation of controls.
Technical & Analytical Skills
- Proficiency in SQL with a good understanding of data models and ETL processes.
- Ability to interpret data dictionaries, schemas, and technical documentation.
- Experience working with data warehouses, data lakes, and reporting platforms.
Stakeholder Engagement & Communication
- Excellent communication skills; able to translate technical details for non-technical audiences.
- Confident leading workshops and engaging with SMEs and technical stakeholders.
- Capable of producing clear, well-structured documentation and presentations.
Additional Information:
- Candidates must be based within commuting distance of Glasgow.
- This role is inside IR35 and must be operated via an umbrella company.
- Requires 3 days onsite per week.
- Travel and accommodation expenses will not be reimbursed.
- Strong potential for contract extension beyond initial 6 months.
