As we continue to invest in our communities, we're seeking an innovative and ambitious Commercialisation Manager to spearhead the development and implementation of a commercial strategy and plan within our newly created Public Protection & Integrated Enforcement Services.
Role Description
The new Commercialisation Manager will lead and drive commercial strategy and delivery. This strategic role is key to identifying, developing, and delivering new income-generating opportunities; planning and delivering the growth of service revenue to exceed income expectations; developing and marketing new service offers and partnerships; leading the review of fees, charges and pricing developing commercial skills and acumen across services; developing collaborative relationships and innovative service models with other local authorities; forming and maintaining strategic public, private and third sector partnerships and overseeing commercial contract development.
As a member of the leadership team, the role is responsible for the delivery of an income generation and broader commercialisation programme of for Public Protection and Integrated Enforcement Services including:
- Tower Hamlets Enforcement Officer Service
- The Antisocial Behaviour Service
- CCTV control room and operations services and related infrastructure and assets
- Regulatory Services including Markets and Street Trading, food safety, trading standards services.
- Corporate Health and safety and Civil Contingency Business continuity and emergency planning services.
Knowledge & Skills
- In-depth understanding of commercial strategy development and delivery planning within a public sector context.
- Knowledge and expertise of revenue growth and marketing strategies
- Strong commercial acumen, including pricing strategies, financial modelling, and market analysis.
- Knowledge of local government finance, procurement, and governance.
- Good understanding of local authority community safety and regulatory services frameworks, including crime prevention, anti-social behaviour, CCTV, and enforcement and regulatory services.
- Expertise in marketing and communications and business development
- Knowledge and expertise of working with external partners to deliver enhanced resident services and appropriate strategic outcomes
- Ability to develop compelling business cases and articulate the commercial value of new initiatives
- Excellent leadership and strategic thinking, with the ability to influence at senior levels and across organisational boundaries.
- Highly developed communication and interpersonal skills, with a collaborative and solution-focused approach.
- Risk management and decision-making skills in a complex service and regulatory environment.
Experience
- Significant experience in a commercial, income-generation, or business development role, preferably in or in partnership with the public sector.
- Proven track record of developing and implementing successful commercial initiatives and / or traded services.
- Experience of Leading multi-disciplinary teams and delivering results in a politically sensitive environment.
- Experience of financial and performance reporting, business planning, and budget management.
