Commissioning Manager

In this role, the Commissioning Manager plays a strategic and operational leadership role in the successful delivery of Armstrong’s site-based installations and commissioning activities. Responsible for managing the complete commissioning lifecycle—from planning through execution to customer handover—you will lead the commissioning team, including the Commissioning Supervisor, site engineers, and subcontractors. You will also act as a key client interface, ensuring seamless project execution, technical compliance, and excellence in delivery.

Key Accountabilities

Commissioning Planning and Delivery

• Develop and manage detailed commissioning strategies, plans, and schedules for HVAC and packaged plant room installations across the UK and Europe.
• Oversee end-to-end system testing, verification, and handover processes ensuring functionality, compliance, and client satisfaction.
• Coordinate the movement and deployment of systems from manufacturing through transport, installation, testing, and final sign-off.
• Drive alignment with project milestones, ensuring work is completed on time and within budget.

Client and Stakeholder Engagement

• Act as the primary liaison with the customer commissioning team, ensuring transparency, collaboration, and responsiveness throughout the project lifecycle.
• Provide regular progress updates, attend site meetings, and proactively resolve technical or scheduling issues.
• Support internal teams (engineering, production, logistics) by translating site feedback into continuous improvement actions.

Team Management and Development

• Lead, manage, and mentor the commissioning team, including both internal employees and external subcontractors.
• Monitor and manage team utilisation, skills development, and training needs to build long-term capacity and expertise.
• Work closely with HR and project leadership to ensure effective workforce planning and development of commissioning best practices.

Cost, Compliance, and Operational Control

• Ensure strict adherence to budgeted hours, cost centres, and site deployment costs, including fleet management and tooling allocation.
• Maintain up-to-date documentation for all commissioning activities, including checklists, inspection records, test reports, and final handover packs.
• Ensure all commissioning activities comply with industry standards, regulatory frameworks, and Armstrong’s internal quality and HSE procedures.

Quality Assurance and Issue Resolution

• Implement and maintain robust quality assurance and control processes during commissioning.
• Identify and resolve system non-conformities or installation defects in collaboration with engineering and site teams.
• Lead and support root cause analysis for repeated or systemic issues and implement permanent corrective actions.

What We’re Looking For

To thrive in this role, you should bring:

· Bachelor’s degree in Mechanical, Industrial or Electrical Engineering or a related field.

· A valid driving license is essential.

· Substantial experience in a Commissioning Manager or Senior Commissioning Engineer role within HVAC, MEP, or packaged plant systems.

· Strong working knowledge of mechanical, electrical, and control systems within a data centre or similar critical infrastructure context.

· Demonstrated experience leading site-based commissioning teams, including contractors and internal staff.

· Effective planning, scheduling, and resource management experience.

· Ability to interpret and develop technical documentation such as P&IDs, wiring diagrams, method statements, and commissioning protocols.

· Strong customer engagement and communication skills.

· Willingness and ability to travel across the UK and Europe as required - approximately 15% travel requirement.

· In depth experience with data centre project commissioning processes, customer compliance expectations, and sign-off protocols.

· Substantial proven experience with digital commissioning tools, asset tracking systems, or BMS platforms.
