How You'll Make a Difference

As a Commissioning Manager, you will make a difference by using your expertise in building strong partnerships with social care, housing, public health, VCSE and provider organisations to meet our strategic commitments. You will work collaboratively to support the development of the care provider market in South Gloucestershire to deliver department-wide commissioning priorities.

What You Will Be Doing

  • Using your experience and knowledge in providing sound expertise, advice and information to a range of customers both internal and external, to delivery high quality, value for money and efficient services.
  • Supporting the Service Manager, you will ensure all emerging legislation, guidance, best practice and policy agendas locally and nationally are proactively identified and their relevance and impact developed accordingly.
  • You will support the team in responding to different work pressures including picking up new and different areas of work as necessary.
  • The service may require you to manage a small team of commissioning officers or assistant commissioning officers to support your work.

What We Need From You

  • You will have a degree or professional qualification in social care, health care, public health, housing or business studies or other relevant subject or comparable experience gained in the workplace.
  • It is essential that you have experience at a senior level of working in a commissioning role in a social care, housing, health or public health environment, which includes the knowledge of relevant legislation, including Care Act market shaping responsibilities and EU procurement rules.
  • We require you to have experience of developing and delivering creative and innovative commissioning strategies / business plans, including needs assessment and market analysis preferably related to social care, health, public health and housing services and of contract management and performance appraisal.
  • You must understand children’s and adult social care, housing, health and public health and their underpinning values, standards and legislative framework, including an understanding of the personalisation agenda.

What You Need To Know

  • This is a limited term contract, ending 31 March 2026.
  • We are also offering this as an internal secondment opportunity, you should first seek your line managers permission before applying.
  • This is part-time role, working 30 hours per week.
  • Salaries are pro-rated to hours worked.
  • This role is hybrid, with a mixture of working at home, and the office plus other locations, for up to 2/3 days per week, and potentially more frequently during initial induction and orientation.
