About the Role
The Compliance Specialist is a key operational role responsible for ensuring the integrity, compliance, and maintenance of the company’s physical network infrastructure. The role covers three critical domains:
- Street works compliance and governance: ensuring all activities in the public highway are fully compliant with HAUC, NRSWA, and Local Authority guidance.
- Poling infrastructure and active cabinet oversight: ensuring all deployed network structures across fibre, GWB, and FWA are safe, tracked, serviceable, and maintained.
- Power and DNO issue management: ensuring timely energisation, power fault resolution, and coordination with DNOs on network maintenance activities.
This role supports the full maintenance life cycle from defect detection and reporting, through permit management and reinstatement, to audit, issue closure, and data governance. It ensures minimal enforcement risk, zero FPN culture, and maximum operational availability of active infrastructure.
Responsibilities
- Manage the full lifecycle of permitting and street works compliance across maintenance activities for fibre, GWB, and FWA, ensuring adherence to NRSWA, HAUC, and LA standards.
- Maintain up-to-date records of poling infrastructure and active cabinets, including location data, access status, reinstatement condition, and structural integrity.
- Own and track DNO and power issues, including energisation delays, outages, fault coordination, and restoration timelines across all active cabinets.
- Work with the Quality team in defect investigations related to street works, infrastructure quality (pole/cabinet faults), or recurring contractor performance concerns.
- Use Symology based systems , Street Manager, JIRA, and Fulcrum to maintain full visibility over all planned and reactive works, asset status, and reinstatement compliance.
- Conduct or coordinate infrastructure audits to validate reinstatement works, pole/cabinet condition, and confirm permit accuracy and compliance.
- Monitor KPIs across street works, reinstatement SLAs, FPNs, DNO outages, permit rejections, and asset-related defects.
Operational
- Submit and manage permit requests for reinstatement and maintenance works through Symology based systems and Street Manager.
- Escalate and resolve reinstatement, DNO, or infrastructure non-conformance with internal teams and contractors.
- Act as technical escalation for FSO teams related to physical infrastructure compliance and health.
Governance and Escalation
- Attend joint site audits with Local Authorities and internal QA.
- Escalate unresolved DNO issues, repeated FPNs, or contractor underperformance to senior stakeholders.
- Maintain a live risk register of high-risk sites, overdue reinstatements, and DNO escalations.
System and Data Insight
- Maintain and update asset status records for all cabinets and poles via Fulcrum and internal systems.
- Analyse data trends on permit rejections, FPNs, DNO delays, and contractor compliance performance.
- Produce weekly/monthly dashboards to inform regional performance reviews and compliance risk.
Qualifications
- Formal education in a related subject
- Applicable NRSWA or Street Works accreditation.
Experience and Knowledge
- Strong experience in street works compliance, utility permitting, or infrastructure asset management.
- Familiarity with DNO engagement, cabinet energisation issues, and active network health monitoring.
- Proven ability to use systems such as Fulcrum, Symology, Street Manager, and JIRA.
- Knowledge of HAUC, SROH, and NRSWA regulations and local enforcement practices.
- Strong grounding in contractor management and infrastructure assurance best practices.
