About The Role

This is an exciting opportunity to be part of our Commissioning Team as a Contract Officer.

As a key member of our Children’s Services team, you will play a crucial role in managing contracts over the next 24 months to deliver efficiencies, achieve savings, and maximise both financial and non-financial benefits. By closely monitoring contract performance and compliance, you will ensure that services align with Hounslow’s Children and Young People’s Plan and the One Hounslow Financial Strategy, while driving value for money.

Collaborating with service providers, the Children’s and Adults’ Directorate, and the North-West London CCG, your work will focus on optimising service delivery, delivering cost-effective solutions, and supporting the integration of health and social care services to improve outcomes for children, young people, and their families in Hounslow.

  • Collaborative Environment: You’ll be part of a dynamic and supportive team dedicated to improving outcomes for children and families in Hounslow through innovative and effective contract management.
  • Integrated Approach: The team spans Children's Services and Lifelong Learning, Skills, and Employment, ensuring a holistic approach to meeting the needs of children, young people, and their families.
  • Cross-Functional Expertise: The team works closely with professionals across the Children’s and Adults’ Directorate, Finance, Procurement, Legal, and the North-West London CCG, fostering a multidisciplinary approach to service delivery.
  • Outcome-Focused: With a strong emphasis on delivering value for money, the team is committed to driving efficiencies and achieving both financial and non-financial benefits for the community.
  • Strategic Alignment: The team ensures all activities align with Hounslow’s strategic goals, including the Children and Young People’s Plan and the One Hounslow Financial Strategy, to deliver sustainable, high-quality services.
  • Shared Commitment: The team shares a deep commitment to integrating health and social care services while working collaboratively to enhance lifelong learning, skills, and employment opportunities for children and young people.
  • You will be working across Children's and Adults services, reporting directly to the Children's Contract and Quality Assurance Manager.

About You

  • You are passionate about ensuring high-quality, cost-effective services for children, young people, and their families, delivering efficiencies and value for money through effective contract management.
  • You have a strong understanding of the financial and operational aspects of contract management and can identify opportunities to achieve both financial savings and non-financial benefits.
  • You possess excellent analytical skills, enabling you to evaluate performance data, address service gaps, and implement improvements that align with local needs and the Council’s strategic priorities.
  • You have strong communication and negotiation skills, enabling you to engage effectively with service providers, stakeholders, and partners while maintaining professionalism and confidentiality.
  • You are highly organised and detail-oriented, capable of managing multiple priorities, meeting deadlines, and ensuring compliance with legal and regulatory requirements.
  • You have a proactive, adaptable approach, always looking for innovative ways to enhance service delivery and maximise outcomes for children and young people.

  • Excellent Stakeholder Engagement: You can effectively build and maintain relationships with a wide range of stakeholders, including service providers, legal teams, and internal colleagues, ensuring smooth communication and successful contract delivery.
  • Proven Ability to Drive Service Improvements: You consistently monitor and evaluate service delivery, identifying opportunities for improvement, and working collaboratively with providers to implement positive changes.
  • Experience in Legal and Regulatory Compliance: You have a deep understanding of relevant legislation and regulatory frameworks, ensuring that all contracts comply with legal requirements and local authority duties.
