What You’ll Be Doing

Are you ready to take the helm of Luton Council’s new Programme Management Office and drive our approach to project and programme management? We’re looking for an experienced Programme Management Office Manager to join our team and ensure the successful delivery of our strategic initiatives. Here’s what you’ll be doing and what we’re looking for:

As Our Corporate Programme Management Office Manager, You’ll

  • Lead the council’s Programme Management Office, guiding our approach to project and programme management.
  • Provide strategic advice and guidance, ensuring effective frameworks, governance, reporting, and assurance.
  • Work closely with the Senior Leadership Team (SLT), Councillors, and key stakeholders to ensure the successful delivery of programmes and projects from inception to benefits realisation.
  • Support the organisation in improving capacity and skills in project and programme delivery.

About You

What We Need from You:

Experience

We’re seeking someone with:

  • Successfully managing a PMO for a portfolio of projects.
  • Proven experience in risk management, change management, and stakeholder engagement.
  • Leading transformational projects.
  • Working in the public sector.
  • Managing and leading teams of staff.

Skills & Abilities

  • Developing clear project plans, business cases, and project documentation.
  • Analysing complex information and data, identifying patterns, trends, and inconsistencies, and producing meaningful reports and statistics.
  • Building and maintaining positive relationships with colleagues, key partners, and stakeholders, fostering trust and collaboration.
  • Exceptional communication skills to consult, challenge, influence, and negotiate effectively with a wide range of people.
  • Planning and organising your workload, being reactive to changing priorities, and working autonomously with minimal supervision.
  • Working effectively as part of a team to mentor and develop others while meeting conflicting work demands, targets, and deadlines.

Equality Issues

  • Understanding of equality issues and the ability to anticipate their impact on services.
  • Integrating equality issues into service delivery and assisting with implementation.

Specialist Knowledge

  • Knowledge of project management techniques and tools.
  • Commercially astute.
  • Awareness of new technologies and business trends to drive the 2040 vision forward.

Education & Training

  • Project Management Qualification or equivalent experience.

Other Requirements

  • Ability to travel within the Borough and attend meetings outside of normal business hours.
