Job Details


  • The Economy Strategies Manager will manage the development, delivery, monitoring and review of the Council’s economic development strategies (Economy, Skills & Employability, Tourism and Regeneration including Town Centres) and local growth place plans. These are expected to improve the outcomes and impact of activities or projects that deliver the strategy.
  • The job holder will lead and manage the Business & Employability sections responsible for providing economic policy support to Fife Council and the Fife Partnership. They will ensure overall achievement of a joined up, place based programme of work as agreed with the Service Manager.
  • The job holder will support the Service Manager to produce a team development plan that joins up the strategy activities with capital projects delivery. They will help their team develop business case, project and programme management skills and experience in line with the Place Directorate Change Plan.
  • The move to a place based approach to service delivery could mean individual officers are given local, placed based roles so may require additional support from the Job Holder to carry out these effectively.
  • This role includes the provision of service-wide economic and labour market information and analysis and support for the Fife Partnership and other joint working arrangements.
  • The Economy Strategies Manager will ensure the delivery of a consistent, high quality and customer focused service that promotes and implements the Council’s aims and values.

While the significant part of the role can and will be carried out remotely, candidates should be able to travel to and attend office locations in Fife regularly.

The Person


The role requires the following essential skills, qualifications and experience from the role profile which will be used to shortlist applicants:

  • Considerable experience working in an economic strategies context and understanding of relevant policy areas.
  • People and team management.
  • Full Membership of an appropriate professional body such as IED (Institute of Economic Development), EDAS (Economic Development Association Scotland)
  • Educated to SCQF 9 which includes a degree or equivalent in a relevant subject.
  • Ability to think strategically with experience of translating strategy into deliverable plans (Deliver results – See ‘How We Work Matters’ Framework)
  • Ability to manage conflicting demands (Organisational skills)
  • Understanding and experience of applying for and co-ordinating external funding, their monitoring and evaluation requirements and processes
  • Ability to work effectively in a partnership context and to develop effective working relationships between partners
  • Strong communication skills and the ability to deal with a diverse range of people.
  • Good organisational skills and the ability to manage a variety of tasks.
  • Strong administrative and IT skills, and an ability to maintain records and produce clear written and oral reports and plans.
  • Ability to provide a regular and effective service
  • Ability to travel within Fife.
