Employer-of-Record (EOR) Implementation Manager

The role will include;
- Plan & launch new EOR operations – Build 60-, 90- and 120-day implementation plans that cover entity registration (where needed), payroll set-up, benefits, policies and secondee onboarding.
- Run parallel payroll implementations – Collect employee data, manage test runs and deliver “right-first-time” live payrolls across multiple European jurisdictions.
- Manage vendors & budgets – Source and negotiate with payroll, benefits, immigration and legal partners; track spend and drive savings without sacrificing quality.
- Own risk & compliance – Stay on top of labour-law, tax and GDPR changes; maintain an active risk log and resolve issues before they escalate.
- Lead cross-functional teams – Coordinate Legal, Finance, IT and Talent Acquisition stakeholders; provide clear updates and remove blockers.
- Refine our launch playbook – Run post-launch retrospectives, capture lessons learned and continually shorten the “time-to-bill” timeline for chargeable staff.
Expected experience;
- EOR or global payroll experience – 3+ years setting up or running Employer-of-Record operations, PEO services or cross-border payroll projects.
- Project-delivery track record – Proven ability to land multi-country launches on time and within budget without heavy bureaucracy.
- Vendor-management savvy – Negotiates contracts, tracks SLAs and nurtures win-win supplier relationships.
- Compliance awareness – Working knowledge of EU employment law, posted-worker rules, statutory reporting and data-privacy obligations.
- Business mindset – Comfortable building cost models and explaining ROI to commercial leaders.
- People skills – Engaging communicator who can simplify complex topics and influence at every level—from new hires to C-suite clients.
- Desirable – CIPP / payroll qualification, additional European languages
