We are seeking an exceptional leader to take on the role of Head of Transport Services within our Council. This pivotal position offers the opportunity to lead, manage, and inspire a multi-disciplinary team while shaping the future of our Transport Strategy, Fleet Transport, and Bus Service Improvement Plans. The successful candidate will ensure our transport services align with statutory obligations, health and safety protocols, and our ambitious goals for sustainable transport solutions.
In this role, you will be responsible for providing strategic vision and direction, working closely with senior council members and stakeholders to deliver services that support our Luton 2040 ambitions. You will oversee the operational management of major revenue and capital schemes, ensuring compliance with financial regulations while maximising efficiency and commercial opportunities.
As the Council’s representative on regional and national transport matters, you will play a key role in developing long-term strategies, influencing policy, and ensuring collaborative planning across departments and external agencies. Your expertise will drive improvements, optimise service delivery, and generate additional income through innovative approaches to fleet and transport management.

About You
You are an experienced and dynamic leader with a proven track record in managing and delivering complex transport policies and projects. With substantial experience in strategic transport management, procurement, contract monitoring, and fleet operations, you possess the ability to deliver outcomes that align with corporate and national objectives.
Your ability to lead, motivate, and develop teams during periods of high demand and conflicting priorities sets you apart. You are adept at fostering a collaborative environment while maintaining focus on delivering quality services. Strong communication and negotiation skills enable you to engage effectively with senior stakeholders, influence decision-making, and present complex reports and strategies with clarity.
You hold in-depth knowledge of transport and highway legislation, equality issues, and financial management. Your strategic thinking and ability to translate vision into actionable plans are complemented by analytical capabilities and a commitment to achieving results within budget and on time.
With chartered status in Transport or equivalent senior-level experience, you demonstrate a dedication to professional development and leadership. You are ready to take on a role that requires attending meetings outside of normal office hours and visiting sites across the borough.
