Leeds City Council is looking for an experienced and innovative Active Leeds Health Programmes Manager to lead the development, delivery, and evaluation of physical activity programmes that support the management and prevention of long-term conditions across the city. About The Role
You will oversee a diverse portfolio of interventions that support a range of people including those with a long-term health condition, older adults, frailty and those experiencing health inequalities. The current programmes are commissioned by partners and maintaining strong outcomes and good relationships is essential. There is scope to develop the existing or new programmes inline with city priorities.
Key Responsibilities:
- Lead, manage and develop city-wide health and physical activity programmes.
- Work collaboratively with health partners including the ICB, NHS, Leeds City Council directorates, public health, third-sector organisations, and communities.
- To influence and support stakeholders on the integration of physical activity to health pathways
- Line-manage a team of development officers and coordinators and support workforce development.
- Monitor and evaluate commissioned programmes and report impact.
- Identify opportunities for innovation, funding and partnership working.

Job Description
Job Purpose:
- Working as part of a citywide team you will contribute towards the City ambition of Everyone Moving More; for those with, or at risk of health conditions, ensuring links to relevant local, national and key partner strategies, plans and priorities.
- To work with funding partners and commissioners to enable the provision of specialist physical activity provision for prevention and treatment of health conditions.
- To develop, facilitate the provision of physical activity interventions for those with or at risk of health conditions to support treatment and prevention.
Responsibilities
- Initiate and maintain effective relationships with potential funders, commissioners and delivery partners both internally and externally to enable the provision of programmes that can support the provision of appropriate physical activity for those with long term health conditions.
- Devise, develop and sustain health related programmes that will be or are already commissioned by internal and external agencies, ensuring the programmes are financially sustainable.
- Oversee and manage funded programmes and resources, ensuring all monitoring, evaluation and financial reports are made within required deadlines.
- Effectively manage, lead and motivate staff delivering the respective programmes and ensure all training and records are in place and up to date.
- Prepare appropriate reports as required for funding partners including ensuring effective management information systems and data governance are in place to ensure evidence and impact of the respective work areas.
- Maintain knowledge and understanding of relevant strategies and policy relating to physical activity and health and advise senior officers of changes or risks affecting the implementation of programmes.
- Contribute relevant knowledge and expertise as part of a management team that influences service direction and strategy and policy development.
- Ensure all programmes are operated within the appropriate guidelines available nationally and locally for example the National Institute for Clinical Excellence.
- Working as a team for Leeds by developing and maintaining good working relationships with internal and external customers, other stakeholders and partners to achieve excellent outcomes for the citizens of Leeds.
- To be accountable for the safety of staff, service users and contractors in accordance with Legislation and the Council Health and Safety Policy.
- To provide appropriate information relating to the work of the Service to Members and council officers so as to manage risk and support them in their respective roles.
- To be actively involved in effectively preparing and managing budgets and take responsibility where appropriate for assigned budgets.
- As an officer in the Council to work flexibly as required to meet Directorate and Corporate priorities
- To deputise as appropriate and contribute to the development of the service.
- To undertake the accountabilities of the post in accordance with council policies including the Safeguarding of Young People and Vulnerable Adults, Equal Opportunities and Health & Safety policies.

Qualifications
Sports Science, Health Related Fitness Degree or equivalent professional qualifications
Senior Specialist Exercise Instructor- including a range of the following
- BACR (British Association of Cardiac Rehabilitation) Phase 4
- Mental Health
- Metabolic Syndrome
- Respiratory Rehabilitation.
- Back Pain
- Frailty / falls prevention
- Stroke Care
Essential requirements It is essential that the candidate should be able to demonstrate the following criteria for the post. Candidates will only be shortlisted for interview if they can demonstrate that they meet all the essential requirements.
- Proven ability to interpret and apply national and local strategies to develop and implement physical activity programmes addressing health inequalities and promoting long-term behaviour change.
- Demonstrated experience in designing, delivering, and evaluating evidence-based interventions tailored to the needs of inactive individuals, with a focus on sustainability and community engagement.
- Proficiency in preparing and managing budgets, securing external funding, and ensuring the efficient allocation of resources to maximise impact.
- Adept at communicating and collaborating with a wide range of stakeholders, including health bodies, local authorities, 3rd sector, and community groups, to drive collective action and secure support for initiatives.
- Experience in leading and motivating teams, providing training and development opportunities, and fostering a culture of continuous improvement.
- Skilled in conducting research, capturing detailed monitoring data, and producing comprehensive reports to assess programme effectiveness and inform future planning.
- Proven ability to organise, promote, and market activities effectively, utilising various channels to reach target audiences and increase participation.
- Extensive knowledge of inactivity, physical activity, and community development work.
- In-depth understanding of relevant local and national strategies, priorities, and associated development initiatives.
- Knowledge of local, regional, and national health, physical activity, and sports organisations.
- Experience in developing programmes within a community setting.
- Understanding of funding opportunities related to physical activity and sport.
- Awareness of the benefits of being physically active and barriers to regular participation within communities.
- Proficiency in IT software applications.
- Experience working with individuals affected by long-term health conditions.
- Background in liaising with a range of public and private sector health bodies.
- Experience in developing innovative partnerships with regional and local bodies.
- Demonstrated ability to lead, manage, and motivate staff.
- Experience in effectively marketing and promoting programmes.
