Hemiko are recruiting for a Highways Planner
reporting to the Head of Pre-Construction.
The successful candidate will be responsible for supporting the Head of Pre-Construction in the design and development of Heat Network traffic management solutions. Early engagement with the relevant local authorities and associated stakeholders to the project(s). Providing accurate early analysis of potential risks that may hinder future road space booking applications.
We are looking for an applicant that has NRSWA 1991 supervisor qualifications, Chapter 8 of the Traffic Signs Manual knowledge, has a working knowledge of the current CDM 2015 regs, and The Highways Act 1980.

- The design, installation, operating, and funding of a district heating system to serve 3,500 homes in Clapham as part of a major regeneration project.
- The design, installation, and operation of a new city centre wide low carbon district heating system for the City of Cardiff.
- The design, installation, and operation of a ground source heat pump system to provide heating and cooling to a new development of 300 homes a gym and office building in South London.
- The design and installation of a heat network in a rural community in Cambridgeshire to replace oil boilers in 300 homes with centralised low carbon heat generation.
- Developing detailed long-term decarbonisation plans for existing large scale district heating networks to allow them to transition from gas fired CHP led generation to low carbon generation.

The Role
Hemiko are seeking a Highways Planner to work under the Head of Pre-Construction to learn and develop while delivering value to the Pre-Construction and Construction teams.
Specifically, the successful candidate will have the primary purpose to support the Pre-Construction and Construction teams in the leadership and management of multiple projects to effectively manage, develop and deliver the traffic management duties of the Business. The role is required to manage the design and implementation of traffic management solutions, and to oversee the regulatory permitting and licensing requirements. To actively manage the notification of works being undertaken, formal booking of the highway space(s) and ensuring start stop notices are issued. To evaluate options that address and resolve issues and develop relationships vital to the continued commercial footing of the Business, promoting the use of existing and new technology to improve the management of the highway network during the project lifecycle. To work with Snr Pre-Construction managers and the Estimation team to review risks within concept designs and to support in quantifying these risks in time and budgetary constraints.
The Heat Network industry is currently under consultation to work under Ofgem oversight and assume the similar rights under legislation as the other statutory utilities. We have an expectation that the successful candidate will support in this journey and take ownership of the use of Street Manager portal and other tools and obligations (As Built Drawings), uploads to NUAR. Experience in district heating networks is preferred but not essential.

Key Responsibilities
- Working under the direct supervision of the Head of Pre-Construction.
- To deputise for the Head of Pre-Construction at public forums, Committees, and other meetings to discuss traffic management, highway disruption control, Lane Rental charges, or other highway issues.
- To investigate complex traffic management, parking suspensions, road safety and
- environmental problems raised by the Local Authority, the public and other sources including assessing alternative solutions, implementing Traffic Regulation Orders as necessary, obtaining temporary works engineering designs, accurate work programmes and estimates for projects, monitoring their progress and arranging implementation in accordance with financial, legal, and other requirements.
- To provide specialist expertise and knowledge in relation to Traffic Management for training and professional supervision of colleagues within the business and working with other areas to ensure systems operate in a cohesive and seamless manner and to give technical and professional advice to the Local Authority and Partners where appropriate.
- To work closely with the Hemiko communications team, to support ensuring our communications are compliant to legislation and are issued on the correct timelines to regulation. To also, support in non-mandatory communications to provide best in industry engagement with stake holders and the general public.
- To process and submit complex permit applications by investigating their impact on the highway network and liaise at a senior level with planners, developers, consultants, the public and colleagues within other teams in the formulation of these submittals.
- To manage / supervise other subordinate team members where appropriate and demonstrate motivational skills, developing participation, teamwork, ensuring good communication and equipping and motivating others.
- To actively engage all key players and stakeholders in the delivery of traffic management schemes throughout the UK ensuring alignment in local council policies.
- To consider and anticipate the impact of new government legislation/policies on the delivery of the service taking immediate action where necessary to prepare for the future.
- Compliance with the New Roads and Street Works regulations, departmental and service protocols and procedures for commissioning, management, and the implementation of highway projects and traffic schemes including preparation of tenders, assessment award and management of procurement of services and specialist consultancy support.
- To effectively engage with the political leadership, building trust, credibility, and rapport. Building networks and promoting relationships across the industry and Council, ensuring an excellent and transparent information is relayed to the local authority, general public, the business community, community groups, the Emergency Services, general public services eg. Buses etc.
Desirable Experience And Qualifications
- Has experience of handling conflict and managing sensitive issues to achieve positive outcomes.
- A knowledge, understanding and experience of traffic management, public rights of way, highways boundaries, and highway development control techniques and related legislation.
- Experience of Traffic Regulation Orders and statutory background.
- Experience of dealing with complex traffic management, public rights of way or highway development control issues.
- Experience in the design and implementation of complex traffic or highway engineering proposals or similar highway related measures.
- Ability to prepare accurate work programmes, monitor progress and financial expenditure and react appropriately to changes in programmes.
- Ability to advise and provide detailed observations on the implications of permanent and temporary traffic management strategies, public rights of way, disability and highway development control issues.
- Experience of dealing with Members, the public, and other interested parties such as consultants and developers, at a senior level.
- Develops strong professional relationships with colleagues and acts as an advocate for the Business unit through constructive and supportive working to deliver transport and disruption mitigation objectives and the aspirations of local communities.
- Experience in using IT applications including word processor, spreadsheets, databases, the internet, and the preparation of complex technical drawings using systems such as AutoCAD or GIS.
- Knowledge of use of the NUAR online portal (training can be given)
- Knowledge and use of the 1Streetwork TM design portal (training can be given)
- A full driving licence with a willingness to drive to a variety of sites, when required, within the UK and to other locations as necessary.
- CSCS card. (desirable)
- SSSTS or SMSTS qualified. (desirable)
- NRSWA – Supervisor Qualification: LA and S1 key certificates as a minimum.
- Relevant qualification for design of Traffic Management systems and applications.
