We are now recruiting for the exciting role of HSE Design & Construction Safety Lead, to be involved in the safety and regulatory compliance for game changing technology within the nuclear industry.

Job Purpose

An overarching strategic objective of Rolls-Royce SMR is to integrate robust conventional health and safety policies, standards, processes and good practices, within engineering activities and product design definitions.

HS&E Design & Construction Safety Lead will lead the development and implementation of the organisations strategic approach, interpretation, and holistic arrangements in relation to Health and Safety in the Design and Construction Phases.

They will be responsible for implementing and leading a programme with the intent to deliver a safe design solution that reduces conventional safety risks to As Low As Reasonably Practicable (ALARP).

Critically, this requires an individual with strong interpersonal skills, necessary to elicit, understand, prioritise, and deliver complex demands. With the ability to apply strategic thinking about our integrated health and safety approach, and effective application of UK legislation and use of good practices, to assure Rolls-Royce SMR delivers a repeatable and safe plant design.

Key Results & Achievements

Specific activities the HS&E Design & Construction Safety Lead would be involved in include:

  • Lead the development and implementation of the organisations strategic approach, interpretation, and holistic arrangements in relation to health & safety during design & construction.

  • Coordinating and management of the framework and defining the requirements to be applied throughout the design and delivery of Rolls-Royce SMR projects.

  • Provide subject matter expert advice, guidance, support and interpretation of legislative framework on Health and Safety through the design process to engineering and design functions. (e.g. CDM, LOLER, COMAH, Working at Height Regulations etc).

Provide advice, guidance, and support to

  • Engineering and design functions to fulfil their duties and the applications of best practice and industry expectations.
  • Specialist safety assessments e.g., HAZOPs and HAZIDs
  • Production of technical documents in relation to design & construction safety
  • Identify data requirements and set up arrangements to collect these, validating the data and present as required with reduction/ improvement actions.
  • Respond proactively to incidents, track incidents, trends and actions to closure and perform investigations to identify root cause.
  • Support regulatory intervention sessions.
  • Lead the engagement with external stakeholders on Conventional Health and Safety and the provision of supporting information and documents.
  • Provide assurance, learning from experience and deliver business continuous improvement plans.
  • Support the development of a health and safety culture and drive for HS&E Excellence.

Key Selection Criteria

As we strive to find the best fit for this position, we are seeking individuals with a minimum level of experience, training, and qualification. But we’ll let you in on a secret: there’s no such thing as the ‘perfect’ candidate. If you feel you meet 75% of the requirements for this role, we would love to hear from you.

  • Experience in providing Subject Matter Expert (SME) advice, guidance and support in Health and Safety e.g. CDM across large infrastructure projects throughout their lifecycle and experience in design risk management, to operational and design functions across a diverse geographical area, ensuring functions and personnel are aware and able to fulfil their duties in accordance with legal requirements, best practice, and industry expectations.

  • Experience in the creation, implementation, and development of appropriate arrangements with practical application of appropriate standards aligned to ISO 45001/45003 framework.

  • Experience with stakeholder management and Leading engagement including interacting with regulators, senior leaders, and auditors.

  • Have a broad understanding of the different risk assessment techniques and an understanding of when these should be applied such as designer risk assessments, HAZOPs and HAZIDs to meet regulatory expectations.

  • Experience in creating, implementing, maintaining, and performing risk-based assurance activities to ensure suitable safety / environmental management system are maintained.

Training & Qualification requirements

  • Chartered membership of IOSH or can demonstrate working towards full chartership.
  • Auditor qualification.
  • Incident investigator.
  • Minimum of 5 years practicing and application.

Pay and Benefits

We anticipate paying a salary of between , £61,200 - £82,800, plus:-

  • Bonus - Performance related bonus of up to 12.5%
  • Benefits Allowance – £2,200, enabling you to create a bespoke package
  • Pension - 12% employer and 6% employee contributions.
  • Holidays - 28 days holiday (+ public holidays) and the ability to buy or sell up to 4 days
  • Private Medical Insurance - BUPA single cover health care
  • Life Assurance - 6x pensionable pay
  • £250 - One-off payment for new starters for home office purchases
