Description
We are looking to strengthen our Clean water project team with a MEICA Delivery Manager, based in Burham. You will report to the Framework Commissioning Manager.

Responsibilities

A MEICA Delivery Manager plays a critical role in ensuring that systems and components are designed, installed, tested, and verified to meet the project's requirements. This position bridges the gap between design, construction, and operational performance. Below is an overview of the typical roles and responsibilities:

  • Roles of a MEICA Delivery Manager - Water
  • Project Leader
  • Act as the central figure coordinating the MEICA and Commissioning aspects of the water supply construction project during the Pre-construction phases.
  • Ensure alignment between design intent and commissioning goals, driving the project toward successful system handover.
  • Establish a Delivery Team during the preconstruction Stages. This will be in place to facilitate the communication between the Design Teams, Proposals and the delivery team. The MEICA lead will ensure the relevant Subject Matter Expert’s and Engineers attend the meetings.
  • Inspect and coordinate Survey works and teams. Update the Compliance and Commissioning Plan to ensure existing Asset Condition surveys have been completed.
  • Ensure that any Change control is managed and conveyed to the delivery and commercial teams.
  • Ensure that a robust procurement strategy is in place and long lead items identified with an expedition plan in place.
  • Manage the sequence of work to ensure that the project programme is matured and understood prior to Hand over to delivery. Evaluate Each project programme to ensure the high-level data and interdependencies are understood looking at but not limited to Procurement, Installation complete, Power On dates, Complex Safe Control of Operations and Phase 1 / 2 testing.

Technical Reviewer

Oversee and validate the design to ensure it meets the functional requirements, safety standards, and operational needs of water supply systems.

  • Identify and resolve design inconsistencies that could affect commissioning outcomes.
  • Provide support with the Technical Manager and proposals manager ensuring that information is prepped for Governance gateways.
  • Ensure any temporary equipment and electrical loads are understood in each project phase and address any load shedding requirements or temporary power supply requirements are understood.
  • Ensure that all process parameters are understood and align with the compliance requirements for each stage of the project. Understanding where test water / process water is obtained and disposed.
  • Ensure that the procurement strategy aligns with the program. Ensure there is sufficient time for the Water Quality Risks are assessed.
  • Construction and Commissioning Strategist
  • Develop a detailed commissioning strategy and plan, ensuring all before the relevant gateway. This will include interdependence between individual process streams.
  • Understand and provide guidance on the Constructability and Commission ability aspects of a project to feedback prior to the relevant gateway.
  • Define key performance indicators (KPIs) for system functionality, efficiency, and compliance.
  • Define success criteria for commissioning activities.
  • Ensure that all agreed deliverables are in place prior to Hand Over to Delivery.
  • Understand and collate Project and compliance risks.
  • Develop Construction and Commissioning sequencing relaying the information to Project Managers and Planners. Utilising the digital creations team to clearly demonstrate build sequencing.

Quality Assurance Advocate

  • Champion quality assurance processes across design and commissioning phases to ensure systems meet regulatory and industry standards.
  • Oversee documentation, inspection, and testing procedures to maintain project quality.
  • Ensure that the ITP’s and client’s documentation have been agreed and understood.
  • Review and update the quality plan.

Coordinator and Facilitator

  • Serve as the liaison between stakeholders, including the design team, contractors, suppliers, and the client for the project life cycle.
  • Coordinate the integration of civil, mechanical, electrical, and control systems to ensure smooth delivery.
  • Shall have regular communication with the delivery teams managers and engineers throughout the project lifecycle.
  • Shall provide regular feedback to the Framework Commissioning Manager / Framework MEICA manager any potential project challenges.

Problem Solver

  • Proactively identify and address challenges in the design or commissioning process, mitigating risks to project timelines and outcomes.
  • Troubleshoot issues during construction and system testing. Provide solutions to achieve desired performance.

Compliance

  • Ensure compliance with relevant Statutory requirements, water industry standards, environmental regulations, and safety guidelines. Identify any deviations from the standards or technical variations.
  • Ensure that the quality Plan and Project execution plan is populated prior to the relevant gateway.
  • Verify that the design and commissioning processes align with legal and contractual obligations.

Safety

  • Ensure that the project resources and competencies are reviewed ensuring that there is the appropriate level of Permit issuers in place. Any Specialist activities will need to be identified and escalated to the Authorising Engineers and SHEQ teams.
  • Identify Process areas that will need to have independent Hazard Studies performed and ensure that these hold points are articulated in the programme.

Training

  • Identify competencies for key project players and understand using GAP analysis potential project specific training requirements.
  • Ensure that the teams are briefed on Standard / Complex procedures and provide regular feedback on what is working.

About You

About You

  • Organise and prioritise work.
  • Programme Management.
  • Ability to plan, manage, and coordinate commissioning tasks within a larger project team.
  • Identify risks and control measures.
  • Follow health and safety and environmental legislation, regulations, and practice. For example, apply control measures, wear PPE, harness, gas detector and breathing apparatus required for the task.
  • Proven HV / LV Electrical/ICA commissioning experience.
  • Proven Mechanical understanding and knowledge.
  • Understanding of Water Supply processes.
  • Determine action and follow procedure.
  • Record information/complete documentation in accordance with CMDP and SW Commissioning and Standards Manual.
