We have an exciting opportunity for a Market Design Flexibility Advisor (Grade 12) to join the Market Facilitator team on a permanent basis.

Team Overview:

The Market Design team provides expertise on the design of electricity codes, systems and markets to a wide range of internal and external stakeholders. Team members work on assessing and delivering industry change, and advising internal and external customers on current and future market arrangements.

Job Purpose:

The Market Design Flexibility Advisor (MDFA) role is to be a detailed subject matter expert (SME) on selected aspects of the GB electricity system and its associated IT systems, processes and governance, with a particular focus on flexibility markets. The primary focus of the role is contributing to successful implementation and operation of the Market Faciliator. The MDFA will help achieve this by using their in-depth knowledge of flexibility markets and processes to provide specialist advice, support and technical leadership to external customers, working groups, stakeholders and policy-makers, as well as internal Elexon teams.

The MDFA will operate in a context of matrix management, working as part of the Market Design team, but accountable to the the Head of Flexibility for work related to Market Facilitator. The position holder may also be required to assist or lead on other pieces of technical work within the Market Design team, not directly related to the Market Facilitator role.

More specifically the post holder in their role as flexibility SME will:

• Contribute to drafting and delivery of the the Flexibility Market Rules, Market Facilitator Delivery Plan and other Market Facilitator Deliverables Workgroups developing the detailed design of the Market Facilitator role;

• Participate in the transition of flexibility-related activities from the Electricity Network Association’s (ENA’s) Open Network Project to the Market Facilitator, working closely with ENA experts to ensure a smooth transition;

• Build and maintain close working relationships with a wide range of external stakeholders working in the flexibility space;

• Lead and undertake specific pieces of electricity market design and analysis work to support the implementation and delivery of the Market Facilitator

• Provide SME support on the design, assessment and delivery of industry change with particular focus on changes impacting flexibility markets

• Lead and participate in department or cross-company projects / initiatives as a recognised SME

• Enable knowledge sharing and transfer across Market Design team and wider Elexon

• Hold responsibility, where necessary, for developing or contributing to Elexon’s responses to industry consultations, as well as contributing to or developing engagement materials in conjunction with relevant teams and departments

Key Responsibilities:

• Provide credible, knowledgeable and authoritative advice to a wide range of expert stakeholders involved in the design and delivery of flexibility markets
• Undertake specific pieces of market design work as directed (and supported by members of the team) with the aim to provide in-depth technical expertise and assurance on all aspects of flexibility markets and related process and governance, as well as the wider market arrangements
• Contribute to strategic initiatives/projects delivering units of work, as discussed and agreed with the manager
• Interact with a wide range of industry stakeholders, including Elexon’s customers and service providers; influence customers and industry stakeholders to increase their awareness of Elexon and confidence in its capabilities
• Provide best in class customer service both internally and externally
• Proactively contribute to the team’s, department’s and Elexon’s objectives whilst demonstrating Elexon’s Values
• Seek out opportunities to grow own understanding and knowledge of flexibility markets as well as wider market arrangements
• Proactively learn and deploy new tools/methodologies

Capabilities and competencies:

Critical:

• Have a good knowledge and understanding of flexibility markets and processes (such as NESO ancillary services and/or DSO flexibility products), and expert knowledge in certain sub areas
• Developed presentation and public speaking skills; willing and interested in developing these to the next level
• Ability to provide credible and authoritative guidance and leadership to a wide variety of external stakeholders
• Proficient knowledge of the roles and responsibilities of FSPs, DSOs, ESO and other flexibility market participants
• Willing to learn complex technical market arrangements and procedures
• Proficient user of MS Office; open and willing to learn new programmes and tools
• Relevant academic and/or professional experience

Developmental / Desirable:

• Good knowledge of electricity market arrangements and procedures addressed by other agreements
• Good understanding of industry developments that may impact Elexon and its processes and systems in the mid- to long-term future
• Organisational awareness
• Be proficient in the use of various data processing tools and techniques
• Understanding of the impact of change on customers’ systems and processes
