For LCH Ltd, the BoE/FCA PS 21/3 Building Operational Resilience, the EU Digital Operational Resilience Act and the BoE Critical Third-Party discussion paper are driving new requirements for the CCP.
The LCH Ltd CEO Office supports all areas of the business and corporate functions ensuring that risks are identified and mitigated in line with both LSEG Group policies and relevant regulations. The CEO Office is responsible for central initiatives, governance and monitoring and the successful applicant will work extensively with the LCH Ltd business lines, LCH Ltd Operations and the LCH Board and Management Team as well as within the wider LSEG community.
Enter the key responsibilities of the role:
Operational Resilience Business Manager, you will be responsible for ensuring that an enhanced programme of Operational Resilience external engagement and testing is implemented throughout LCH Ltd. This includes setting up and running a new Operational Resilience working group, driving engagement with LCH Ltd’s members and key third parties to support ongoing operational resilience scenario testing for the CCP. As part of this newly created role you will be responsible for following:
Helping to establish an operational resilience member working group to provide a forum to consult with our customers on this topic and to facilitate member participation in future scenario tests
Ensuring that an enhanced programme of extreme but plausible operational resilience testing is implemented throughout LCH Ltd. This includes working with our Important Business Services to ensure any identified risk scenarios are designed and tested, with any vulnerabilities identified and addressed.
Work closely with our regulators to ensure that their concerns/ areas of focus are considered as well as providing them with updates (verbal and written) on the tests, progress and results.
Partner with other areas within the LSEG Group and testing between our IBS’s (in particular where we have dependencies on each other) is also important and the management of that relationship along with the execution of the tests is a key deliverable.
Within LCH Ltd we perform testing throughout the IBS life cycle and so this role has elements of business, client, central and technology stakeholder management and as a result the role holder must be able to communicate effectively across functions both internally and externally.
As we are a highly regulated entity new regulations and regulatory guidance come into force on a regular basis, as they do the role holder will be responsible for ensuring that the appropriate processes are designed, implemented and documented to ensure compliance.
We are required to maintain clear and detailed reporting and this role holder will ensure that all facets of the working group and any testing are documented and any actions are tracked until completion.
Experience and skills required:
- Significant experience in in either an FMI or financial services firm
- Programme experience
- Significant regulatory experience preferably Operational Resilience and DORA
- Demonstrated experience of report writing preferably both technical and business
- Proven experience in Senior stakeholder engagement both external and internal
- Experience of leading projects or discrete workstreams, or be accountable for ongoing activities or objective
