ONS operates a flexible hybrid working model across the UK, with colleagues linked to one of our contractual locations in Newport, Titchfield (Fareham), or Darlington and working between office and remote throughout the week.

As part of the hybrid working arrangement there is a 40% minimum office attendance requirement. Attendance is typically at your contractual office, with occasional travel to alternative locations. Due to estates constraints, there are currently temporary exceptions to this for colleagues based at Darlington who are required to attend the office for a minimum of 20% of their work time.

Due to current location restrictions, only those currently contractually based at London / Manchester or on homeworking contracts can select these locations as a preference.

This post is available for eligible colleagues with greater flexibility on attendance (which includes those on Homeworking contracts) to apply. Candidates will need to discuss their current greater flexibilities with the Hiring Manager to agree an arrangement that meets the needs of the individual circumstances and on-going needs of the business.

The Office for National Statistics (ONS) is the UK’s largest producer of official statistics, covering a range of key economic, social and demographic topics. These include measuring changes in the value of the UK economy, estimating the size, geographic distribution, and characteristics of the population, and providing indicators of price inflation, employment, earnings, crime, and migration.

These roles are part of the Government Statistical Service (GSS) Policy and Coordination team, which produces guidance and promotes collaboration to support the collection, production, and communication of official statistics in Government. In line with the UK Statistics Authority strategy and the GSS strategic vision, we bring departments across government together to promote the production and publication of official statistics that serve the public good.

The team is part of the Methods and Analysis Capability Division in the Methodology and Quality Directorate. The directorate ensures that data and analysis in government are aligned with the vision of the UK Statistics Authority and of the National Data Strategy. Also, it ensures that quality standards and frameworks, including the recently launched strategic vision for the GSS, are known and followed. We promote and embed good policy practices to support the production of quality statistics across government. We provide a forward-looking, efficient, professional, and accessible service. 

In line with the new Strategic Vision for the GSS, the post holders are part of a team that looks to support GSS senior leaders in upholding the vision, as well promoting and operationalising the vision amongst the GSS community. The team engage with a range of senior stakeholders including the National Statistician, Deputy National Statisticians, the Deputy Head of the GSS, Heads of Profession and other leaders across government, to support effective and collaborative decision making. Alongside this the team also manage a programme of events and publicity materials to raise awareness of GSS ways of working by bringing together communities of best practice and statisticians across geographic locations.

Job Description

Across the two roles advertised in the campaign the postholders will:

  • Provide support for senior GSS leadership meetings, including logistics and secretariat functions. This includes preparing papers, briefings, and submissions on a range of statistical policy issues. The post holder will also work with senior leaders across the GSS to enable the operationalisation of the new GSS strategic vision.
  • Have specific responsibilities for devolution within the GSS, supporting inter-governmental collaboration in line with the Concordat for Statistics.
  • Support to events aimed at building the GSS community across the UK. This include the GSS Conference, as well as support for other bespoke events to identify and bring together statisticians within geographic hubs.
  • Produce and maintain content for the Analysis Function website and GSS social media accounts.
  • Bring together members of the GSS in thematic analytical areas to improve prioritisation and transparency of statistics on these topics.

Responsibilities

Responsibilities in these roles include:

  • Produce weekly briefing cascade for GSS HoPs
  • Collating and reporting metrics to measure professional impact and evaluate the implementation of the new GSS strategic vision.
  • Secretariat support for the quarterly Inter Administration Committee.
  • Manage fortnightly briefing sessions for the Devolved Chief Statisticians.
  • Supporting delivery of Devolution policy training with analytical subject matter experts.
  • Monitoring GSS social media accounts and producing content to share.
  • Creating and facilitating hybrid events across the GSS.
  • Providing secretariat support to statistical theme lead meetings, and commissioning and collating cross-cutting thematic prioritisation plans.
  • Lead on specific activities within the GSS strategic delivery plan to build the statistical community and promote system wide decision making.

Person specification

Essential Criteria

  • The ability to maintain excellent working relationships across departmental boundaries, including with senior colleagues, and align work to cross-cutting priorities. (Lead criteria)
  • Experience in a policy environment; with an awareness of how to embed cross-cutting policy objectives and responsibilities.
  • Excellent written and verbal communication skills to convey messages effectively using appropriate styles to maximise understanding and impact
  • The ability to work at pace and under pressure, remaining flexible to meet evolving key milestones and objectives.

Desirable Criteria

  • An understanding of the use of analysis, evidence and statistics in society, and an awareness of official statistics issues in the wider context of contemporary politics.

Stage 1 – Application

The assessment process at the application stage will be based on your work history, skills, experience, CV, and personal statement. It is important that your application is tailored to highlight the skills, knowledge, and experience relevant to the role.

If a personal statement is required at application state, it will state the maximum wordcount allowed, which should not be exceeded. Where it is a requirement to make a personal statement, you should provide evidence for each essential skill criterion listed in the person specification. As these criteria are scored, it is advisable to give clear examples for each one, including the impact of your actions, ideally utilising the STAR technique (Situation, Task, Action, Result).
