Key Information

Programme Coordination Manager 1110 (12 month Fixed Term Contract)

Salary: circa £57,000

Location: Remote working/Palestra Building (Southwark), Endeavour Square (Stratford)

This role coordinates and optimises programmes delivered by Capital Delivery (CD) Directorates across all portfolios by working with internal and external Sponsors, delivery teams, Streets & Networks Operations (formerly Network Management & Resilience) and other internal and external stakeholders to identify opportunities for collaborative phasing of works in order to minimise disruption to customers and ensure business benefits and outcomes are achieved. They also provide with look-ahead delivery programme to internal and external stakeholders for coordination, collaboration and resourcing purposes, playing a key role in the prioritisation of works within the business. They work closely with contractors, CD Project Management and Construction Management Teams, as well as with TfL and other network planning teams to identify and facilitate access, ensuring relevant planning / co-ordination systems are updated, and most importantly road space booking processes are followed in a timely fashion and all relevant approvals in place before the works go to site, to avoid any reputational damage to TfL and ensure the delivery targets are met, as well as acting as the key point of contact for Capital works delivery coordination.

Key Accountabilities

  • Produces a pan-London rolling delivery programme look-ahead which is optimised and balanced (up to £4billion per annum), identifying approvals and resource requirements for annual planning purposes;
  • Assists the project teams in a number of projects/ programmes including recommending options for phasing of works to achieve an efficient delivery and avoid any road space conflict, working very close with Construction Management Teams;
  • Manages the Safe to Start Approval process, assuring the supplier programme by early identification and monitoring of approvals required to deliver all stages of the project;
  • Identifies and resolves delivery conflicts, risks, issues and opportunities through the stakeholder engagement and implementation of consistent processes and guidance documents;
  • Liaises with internal and external stakeholders to ensure schemes are going to site with all relevant approvals in place, acting as a go-to body for clarification on internal roles and responsibilities, stakeholders’ contacts and knowledge on TfL Structure. This includes TfL London Buses, Boroughs, Met Police, Developers and TfL Supply Chain;
  • Works with TfL and other network planning teams to identify and facilitate access, ensuring relevant planning / co-ordination systems are updated and acting as the regional contact for works delivery coordination, collation of construction programmes and TfL Network Management Control Centre (NMCC) liaison;
  • Produces and maintain weekly reports on look- ahead and ongoing works and approvals status to all Directors of Delivery;
  • Creates and maintain a one source of the truth with the delivery programme look-ahead that is shared with key stakeholders to smooth their resource requirements and ensure delivery of projects;
  • Identifies and resolves internal delivery performance issues and proposes new ways of working/ processes to resolve them and
  • develops and maintains strong working relationships with key internal and external stakeholders at an operational level and identifying any opportunities for innovation and income generation that enables efficient delivery and alignment of interests.

Skills, Knowledge and Experience

  • Stakeholder management, communication and influence: Poses good communication skills both orally and in writing, maximising senior stakeholder involvement and commitment in order to facilitate the delivery of high risk or complexity projects/ programmes and influencing the audience to obtain all relevant approvals (Essential)
  • Project and Programme management: Applies detailed project management knowledge including PPM methods and practices to overcome difficulties in delivering project objectives and identifying and solving coordination issues between different programmes of works (Desirable)
  • Business Process Improvement: Has the ability to analyse business performance and processes to identify opportunities for improvements to efficiency and quality. Ability to identify critical inputs and outputs and understanding the dependencies. Ability to assesses feasibility and recommend new approaches. Helps establish requirements for the implementation of changes in the business process (Desirable)
  • Planning (inc. Construction Planning): Proactively contributes to defining and managing the project management plan and activity scheduling, advising around approval requirements and their timescales and having knowledge of construction asset sequence to be able to advise on minimising/ adjusting implementation programmes to adhere to approvals needs to achieve programme milestones (Essential)
  • Information management and reporting: Collects and collates specific sets of information on a day to day basis and manage relationships around this collection and reporting process (Essential)
  • Problem solving, decision making and result focus: Has the ability to work under pressure in a fast-paced environment and manage conflicting priorities to achieve tight deadlines (Essential)

Knowledge

  • Projects and Programme management methodologies (e.g. Pathway) (Desirable)
  • Coordination and prioritisation of multiple works programmes (Essential)
  • Approvals required at different stages of the project (Essential)
  • Permitting i.e. London Works/ National Highways (Essential)
  • New Roads and Streetworks Act (NRSWA) (Essential)
  • Understanding of Construction Design and Management Regulations (CDM) (Desirable)

Experience

  • Approvals identification and monitoring, and Construction planning in a diverse urban environment including logistics, access constraints and current construction methodologies (Essential)
  • Network planning- coordination of diverse stakeholder requirements (Buses, Boroughs, Police, internal clients) (Essential)
  • Proven record of taking personal responsibility and accountability for coordinating concurrent conflicting projects, influencing the stakeholders and improving processes to ensure delivery (Essential)

As a fixed term contractor we can offer you a choice of pension arrangements.
