We have an exciting opportunity to join Northern Powerhouse Rail (NPR) as Programme Manager (BIM).

Brief Description

The Portfolio

Following various UK Government announcements connected with the policy of “Levelling Up”, Network Rail are building a team to develop the identified programmes in the North of England.

Northern Powerhouse Rail (NPR) programme spans from Liverpool, through Manchester and on to Leeds, Bradford, York and Newcastle and builds on the benefits planned from the Transpennine Route Upgrade programme.

It is a £4bn programme with delivery through to 2045 and aims to improve capacity, frequency and speed of services between the North's main economic centres.

This vacancy is one of several exciting opportunities to join the growing team in NPR in this early stage of development. You will be part of the challenge and innovation required to deliver what is needed to drive efficiency and value for money for the UK taxpayer. It is essential that our product is an affordable and sustainable railway that brings our passengers and freight users more frequent, faster, greener trains, running on a better, cleaner and more reliable railway.

The Role – Programme Manager [Digital/ BIM]

Reporting to the Senior Programme Engineering Manager, this role is primarily focussed on the leading the digital engineering team for the NPR team, to ensure we have fully functioning information systems. The role itself will evolve over the coming years, as we look to adopt better (more digital) ways of working, with opportunities for growth and career progression.

Whilst the role is recognised as a Programme Manager, it is nevertheless a technical role, requiring sound experience in Computer Aided Design assurance, document management using Common Data Environments, Building Information Management, and establishing different digital tools and platforms.

The principal aspects of the role include:

  • Manage the digital engineering team in the specification, maintenance/ administration of our information control platforms.
  • Guide digital development across the supply chain for other tools and platforms/ systems to support design assurance, automation of carbon calculation, design to cost, stakeholder management, hazard management, consents, requirements, and interface management.
  • Develop new innovative/ efficient ways with the NPR Programme & Controls team, to generate the data behind periodic business performance indicators and reporting.
  • Guide development of our NPR Sharepoint site in agreement with the other functional teams
  • Attend national Discipline Review Group for Digital/ BIM to receive and cascade changes in standards/ requirements, share lessons learnt, best practise, innovation ideas etc
  • Provide technical advise to the NPR team on some areas of Information Technology for our office locations, and working with NRIT to ensure compliance in terms of security and legal compliance for our systems and databases.
  • In liaison with adjacent programmes, develop digital capability that supports the current state of our projects and programmes building towards capabilities in constructability assessments, stakeholder virtual reality and augmented visualisation, construction planning and implementation, engineering verification and as-built data, etc.


About The Role (External)

Key Accountabilities –

  • Develop and deliver a specific programme of work (Document Management/Digital Construction/ BIM), on time, to budget and to other agreed success criteria within corporate guidelines including the Investment Competence Framework.
  • Work with the client to establish an effective relationship supporting effective delivery, performance measurement and management of change. This should encompass where appropriate communications with outside bodies.
  • Develop and manage the assigned teams (including external suppliers), monitoring adequate resources available to deliver a flexible, competent, skilled, and effective workforce at all times.
  • Achieve the programme outturn and margins as agreed.
  • Develop an appropriate strategy for the development and delivery of the Portfolio work scope.
  • Identify priority opportunities within the portfolio and lead promotion and sharing of best practice between programmes.
  • Monitor planning so that it considers cross-programme requirements and supports the effective delivery of contracted obligations.
  • Identify and implement quality and efficiency improvement initiatives.
  • Lead and inspire the team to maintain full engagement in meeting business objectives.
  • Lead the progression of the people (skills based) document management profession competencies through the structured assessment, appraisal and provision of effective training and development programmes.
  • Own the communications of document management profession issues for the capital delivery wide team, leading a team of discipline experts to provide specialist knowledge, support, and guidance.
  • Contribute to national forums, applying lessons learnt and identified strategic direction to support and influence the business strategy, tools, standards, competencies etc


Essential

  • Able to lead a team and motivate team members.
  • Experience and knowledge in the application of Building Information Management and Asset Information Management Principles in an Infrastructure Environment
  • Relevant experience in the successful management of major programmes of work in the construction and/or rail industries.
  • Strong commercial and negotiation skills.
  • Knowledge of the principles of investment processes and procedures.
  • Knowledge of the principles of Health & Safety legislation, environmental and best practice.
  • Construction design management competence
  • Project safety management experience
  • Accident investigation experience.


Desirable

  • Six Sigma Yellow Belt.
  • Degree level qualifications in technical courses that relate to Building Information/ Asset Information Management and Information Technology
  • Experience in developing digital proposals and technical specifications in cooperation with corporate Information Technology (IT) departments
