Brief Description
We have a six-month Secondment / Fixed Term Contract opportunity for a Project Manager [CEFA] here in the Southern Region Asset Management Team.
Based at London Blackfriars, the Project Manager [CEFA] role leads the delivery for structures inspections / repairs, examinations and assessments within the structure’s portfolio (Structures).
You'll be responsible for the delivery of projects safely to cost, time and quality objectives within Network Rail’s Corporate guidelines and ensure Network Rail is compliant with the legal duties set out in the Railway Act 2005 and relevant company standards and processes.
This role plays a key role in our vision of Putting passengers first to meet performance and the safe running of the railway.
About The Role (External)
Key Accountabilities:
- Accountable for the safe and successful delivery of all CEFA Inspections / Examinations. Deliver the CEFA programme to time, cost and quality, in accordance with the contractual technical specifications and contractual regulations. Manage the enabling works in a safe and environmentally responsible manner; including the minor work repairs to viaducts which, are all encompassed within the CDM Regs.
- Lead and support the team to provide adequate solutions for the delivery of complex works. Monitor project risks (threats and opportunities).
- Manage and support the team to identify and document project risks, safety and performance for each period. Review programme outturn and margins to implement safety, quality and efficiency initiatives.
- Lead and support the team when environmental concerns impact on the railway and lineside neighbours to Network Rail’s Environmental and Sustainable Policies. Plan and implement mitigations to ensure successful delivery of the total inspection programme to meet Network Rail’s Company standards, current Legislation and ORR guidance.
- Work with multi-discipline teams within Network Rail, these include commercial, finance, planning, engineering, customer relations, property (NR interface team) and others to identify solutions and establish a robust delivery baseline plan.
- Lead and support the team with external stakeholders (i.e. TfL, LUL, Train Operators, Local Authorities, PLA, Environmental Agency, Arch co). Work collaboratively with the stakeholders to understand the common goals and objectives.
- Chair weekly meetings with multiple contracting partners. Produce a manager’s project report for governance decisions and evaluate progress and performance against compliance, risk, safety and implement contingencies.
- Lead and support the team with CEFA site safety audit activities and investigations to meet ‘Safety of people at work on or near the line’ NR/L2/OHS/019 requirements.
- Manage and facilitate the evaluation of ‘Preliminary Report and Investigation Forms’ (i.e. Level 1 and Level 2 investigation reports NR2072P). Interview the relevant Safety Advisor involved to fact find. This must be done in a timely manner and issued to the Designated Competent Person DCP.
- Lead the challenging track access requirements in CEFA. Manage future years track access, to achieve long term planning in line with the TOC’s published lockdown.
- Work with and support the procurement team when CEFA require tenders, remit creation, attendance at the panel and tender evaluations.
- Manage annual CEFA budgets and contracts to achieve robust efficiencies (E.g. Plant & Equipment and enabling works)
- Identify training needs in safety, technical and management areas for the personnel reporting to the post holder and contribute to their personal development. Identify resourcing requirements within the team.
- Establish and lead collaborative cross-functional teams to deliver change projects, where appropriate with our long-term stakeholders.
- Lead and develop relationships with our long-term stakeholders (viaduct leaseholder) to instil best practice collaborative working. Manage access arrangements with the leaseholder to ensure the railway viaduct infrastructure is managed safely and sustainably for maintenance and repairs.
Essential
Job Skills, Experience and Qualifications
- Excellent stakeholder engagement and communication skills all levels. This should include Customers; 3rd party representatives, other business & functional leaders and key support personnel.
- Successful relevant experience in a complex project environment including demonstrable experience in team management, planning, contracting and delivery of projects.
- Successful record of project budget management and ability to understand and interpret commercial and financial landscapes (budgets, forecasts, actual status).
- Able to lead a team and motivate team members.
- Strong commercial and negotiation skills.
- Accident investigation experience.
Desirable
- Membership (or working towards membership) of the Association for Project Management.
- Experience in managing ambiguity in a project environment with strong evaluation and decision-making skills.
- Demonstrable Project safety management practice and knowledge of Health and Safety legislation and best practice.
- Knowledge of the principles of investment processes and procedures.
- Knowledge of the principles of Health & Safety legislation, environmental and best practice.
- Construction design management competence
- Project safety management experience
