Background - About Huddersfield District Energy Network (HDEN)
Addressing energy challenges and Climate Change is high on the Local, Regional and National agendas. Our Energy & Climate Change Team is working hard to implement our detailed Climate Change Action Plan and Environment Strategy across the Council and the Kirklees district, including the Huddersfield District Energy Network (HDEN), (also known as a ‘heat network’).
As part of our ambitious district net zero and ‘climate ready’ target year of 2038, Kirklees Council have approved the Outline Business Case for HDEN, to supply low-carbon heat to a range of public and private sector buildings in Huddersfield Town Centre. The current phase of this project is commercialisation and Full Business Case development which will involve working closely with external consultants and delivery partners alongside internal stakeholders to develop the business case for consideration. The Council have been awarded more than £8 million to develop its HDEN through all stages from inception through to implementation. We need an enthusiastic project manager to make this a reality.
The Role
We require an experienced Project Manager to deliver the full business case for the HDEN. Working as a member of the Energy & Climate Change Team and as the council’s primary point of contact for the HDEN, you will work collaboratively with a range of internal and external teams to ensure successful delivery of the full business case.
This role would suit someone with some complex project management experience already under their belt and looking for a change or step up. An existing interest in energy, climate change or other infrastructure-related challenges would be helpful, but not essential. Prior experience in energy and heat network development is not essential, but an eagerness to learn and develop knowledge in this area is.
The role is currently offered on a fixed term of one-year and is subject to externalfunding. There is potential for this to be extended should the project progress further.
This role has a hybrid working arrangement (1-2 days per week in the office, plus meetings etc. as the role requires).
The Team
The Energy & Climate Change team is a small, multi-disciplinary team within the Council’s Public Protection Service. We plan and deliver the Council’s response to climate change, both at a strategic level through our Climate Change Action Plan and also including significant projects such as the HDEN. Alongside this we also manage the Council’s utility contracts with a focus on efficient delivery and achieving value for money.

About You
We are looking for an individual who has experience of managing projects from conception through to completion. Someone who has previous experience in delivering major and/or complex projects (preferably within a construction, infrastructure or energy environment). You will be a proactive, creative, and logical individual with a solution-focused outlook.

- has a project management qualification such as Prince 2 or equivalent practical experience.
- has a proven record of completing complex projects all the way through from inception to project handover on time and to budget.
- can utilise data to analyse, monitor and report on performance enabling action/decisions.
- is proactive and seeks resolution to challenges.
- understands procurement and regulatory processes.
- understands change processes within a political environment (especially within a Local Authority setting).
- has experience of working on projects involving a wide range of stakeholders and partners, establishing good working relationships.
- can mentor, support, lead and direct colleagues and partners.
- Is able to work on own initiative.
