Job Description
Costain supports Energy Nuclear Generation to maximise the lifespan of its eight UK nuclear power stations. Costain's role is to provide project controls and commercial managed services to portfolios and programmes of work across all of EDF's eight UK nuclear power stations. As part of this work Costain will develop people capability in core project control skills and provide specialist support to EDFs Central Technical Organisation to improve project performance and deliver cost efficiencies.
The role will collaborate with our client’s supply chain team, driving commercial efficiencies and delivering value. Ensures that all commercial aspects are carried out in accordance with the contract, company policies and procedures, and to the satisfaction of the customer and/or contract leader. This role may work independently or under the direction of a more senior Quantity Surveyor. The QS will be able to demonstrate the ability to function as a member of an integrated team.
Please note potential candidates for this role must be able to obtain and retain CTC (Counter Terrorist Check) level security clearance to be considered for this position. (Minimum 3 years residence in UK).
Responsibilities
- Participate in the preparation of Invitation to Tenders (ITTs), analyse tender returns and benchmark submissions to ensure value for money.
- Support in negotiating and agreeing contract terms, ensuring favourable commercial outcomes and adherence to legal requirements.
- Assess and support the enhancement framework agreements, identifying opportunities for improved rates and efficiencies.
- Scrutinise variations, validate cost proposals and support value engineering initiatives to optimise costs.
- Work closely with the client’s supply chain team and contractors to support procurement decisions and commercial objectives.
- Monitor contract performance, ensure compliance with processes and identifying potential risks.
- Ensure all notifications / documents are managed in accordance with the contract, and customer / company policy.
- Provide contractual advice to the procurement and project teams as and when appropriate.
- Maintaining awareness of the different construction contracts in current use.
- Understanding the implications of health and safety regulations.
Essential
QUALIFICATIONS
- Experience in preparing ITTs, analysing tender returns and negotiating contract terms.
- Skilled in cost management, benchmarking and identifying value engineering opportunities.
- Demonstrable financial and commercial acumen.
- Excellent organisational and communication skills.
- Practical approach, logical thought process and a methodical way of working. Experience of setting up and/or operating office management systems including filing systems and document control and distribution.
- Negotiating and team-working skills and the ability to motivate and lead.
- Strong analytical skills
- Strong understanding of contract law, procurement processes and commercial frameworks
- Confidence and ability to assert influence

Qualifications
Essential
- Holds an RICS/CICES accredited degree or enrolled on an accredited part-time post-graduate degree with at least three years of relevant experience.
Desirable
- Full Membership of the RICS or CICES desirable or enrolled on the approved training scheme for membership.
