The Senior Financial Accountant role is a very varied role providing the the opportunity to be involved in all areas of financial accounting. The post focus' on reporting capital financial performance but also gives the opportunity to be involved in the financial management and reporting of losses and Revenue.
To support the Financial Accounting Manager in providing a robust financial accounting and reporting system within the UHB.
The post holder will also be responsible for interpreting accounting standards and providing financial advice on policies in these areas.
To take a lead in co-ordinating the UHB’s Statutory Annual Accounts production and to help ensure the accuracy & timely completion of the UHB’s monthly Welsh Government Financial Monitoring Returns.
To work with the UHB Regional Monitoring Officer at the Welsh Government (WG) to ensure that any requests for further information in respect of submitted monitoring returns are dealt with promptly and in an appropriate fashion.
To help ensure that the UHB achieves its Statutory financial targets i.e. ensuring that its revenue expenditure is lower than its revenue resource limit and that its capital expenditure is less than its capital resource limit (CRL).
Where required provide technical input into the Financial Proformas forming part of the UHB’s business case, costing and financial planning process.
Provide advice on financial performance, accounting standards & financial controls within the UHB. This may involve communicating sensitive information to both finance and non-finance staff.
To co-ordinate and complete on a timely basis the Annual Accounts and the monthly financial monitoring returns to The Welsh Government. This will involve interpreting trends and providing detailed analysis of the UHB’s reported position.
To co-ordinate the Planning, production, and co-ordination of procedures for the production of an accurate and complete set of UHB Annual Accounts . The post holder will ensure that these plans are followed by all UHB departments on an on-going basis.
Interpret existing accounting policies and to apply them to UHB activities, as well as liaising with external auditors to ensure that the UHB’s accounts are completed to the required standard and meet the true and fair view required.
To have a lead role in assisting the UHB to regularly negotiate, interpret and implement changes in accounting standards, changes in NHS capital requirements and other key NHS financial policies.
To design and produce a range of financial reports which allow the UHB to easily produce financial information in the format required for its Annual Accounts and Monthly Monitoring Returns. Provide technical input into UHB Business Cases and the financial planning process. To provide technical information to aid the UHB’s speciality and departmental costing process (inc. capital).
