We are seeking a highly experienced Senior Security Operations Manager to manage the day-to-day operations of our Physical Security teams. The post plays a vital role in ensuring that the Bank of England's unique requirements for physical security are met, and that our premises and people are as safe as they can be.

Central Operations is part of the wider Central Services area at the heart of the Bank and is integral to enabling the Bank to deliver its mission. We are responsible for creating and maintaining safe, sustainable, and collaborative environments, across all Bank locations. This includes fundamental services including Security, soft and hard facilities management, property maintenance and projects, procurement, managing the banks environmental policy and green commitments, as well as large projects including planning for the Banks future property needs.

The Senior Physical Security Operations manager will oversee day to day Security Operations across all Bank of England Sites. They will own the continued development of Standard Operating procedures and contingency plans; provide direction to operational managers and teams to deliver these effectively; and monitor the effective delivery of physical security performance targets.

The role is suited to someone who has deep physical security and operational security experience, who has ideally worked in an organisation facing a range of security threats across multiple sites. You will also have experience in incident management and testing of security solutions. You will work closely with the security leadership team members and key stakeholders throughout the Bank, including Property, Customer banking and the Notes divisions. You will play a key role in providing assurance to seniors in the Bank on the robustness of physical security across all Bank sites. As such, the roleholder will probably spend most of their time working in the main premises of the Bank, primarily in London but also spending time in the growing Leeds office.

About the Role:

* Oversee the continued development of physical security standards, procedures, and contingency plans. Provide monitoring and testing to ensure their operational effectiveness and to address changing risks.

* Manage day to day operations to ensure that the physical security team diligently provide a high-visibility presence that reassures visitors and staff; manages incidents; and safeguards against terrorist or criminal activity, disorder, and hostile reconnaissance.

* Provide proactive line management of two Security Managers across multiple sites and drive the performance of an operational team of c100 staff (including a security supply chain) so that security actions, improvements, and issues are addressed effectively.

* Oversee Security services contracts with external providers, including the day-to-day supplier relationship, to ensure that service level agreements and KPIs are delivered effectively.

* Oversee compliance of physical security training regimes.

* Assist the Head of Physical Security in delivering the function's aims and objectives, including setting staff objectives and tasking.

* Support the Bank of England's wider security programme by working closely with our Security leadership team to help ensure security operations respond effectively to changing threats.

* Build and maintain strong relationships with internal and external stakeholders to ensure security operations are effective and meet the Banks need.

Role Responsibilities:

The successful role holder will have broad existing knowledge and experience of physical security and management of operational teams. The role holder will be able to work independently, managing and developing an effective, efficient and successful physical security team. The Role holder will support the Bank senior security management in all matters relating to Physical security.

The successful roleholder will ensure robust security practices are in place and followed, and be ready to adapt and react to any security incidents that may occur.

The roleholder will build a comprehensive understanding and appreciation of the physical security requirements for both the premises and staff of a nationally and international important Central Bank and ensure that understanding is maintained and current so that the physical security provision at the Bank is effective and appropriate.

The Bank supports hybrid working for its staff, supporting Working from Home where it is appropriate to do so. The roleholder could work from home on occasion but it is worth being clear that the nature of this role would require the role holder to spend a majority of their time working onsite in the main Bank premises, primarily in London but also periodically in the growing office in Leeds.

Role Requirements:

Minimum Criteria

* Experience of physical security and management of operational teams

* Excellent communication and interpersonal skills, with the ability to effectively communicate security concepts and build security capabilities within teams.

Essential Criteria

* Experienced knowledge of relevant laws, regulations, and industry standards, with a strong understanding security principles, concepts, and best practices

* Experience with technical physical security design; risk assessment and audit/inspection.

* Experience in evaluation and report writing.

* Strong knowledge of security threats and attack vectors with appropriate remediation methods

Desirable Criteria

* Experience in defence and security, government, and/or major organisations with complex security requirements and procedures.

This is a people management role. You will be responsible for day to day management of the team and for defining roles and responsibilities. You will develop your team through sharing information effectively, coaching and communicating a clear vision to ensure that your staff are productive, engaged and motivated to deliver the area's aims. This will include setting clear goals and smart stretching objectives that are aligned to those of the team, division and directorate. You will also be responsible for managing all staff-related matters that may arise including performance, absence and sickness.

Salary and Benefits Information

We encourage flexible working, part time working and job share arrangements. Part time salary and benefits will be on a pro-rated basis as appropriate.

This role offers a salary as follows:

London circa £61,230 - £70,650

Leeds circa £55,150 - £65,000

In addition, we also offer a comprehensive benefits package as detailed below:

  • A non-contributory, career average pension giving you a guaranteed retirement benefit of 1/95th of your annual salary for every year worked. There is the option to increase your pension (to 1/50th) or decrease (to 1/120th) in exchange for salary through our flexible benefits programme each year.
  • A discretionary performance award based on a current award pool.
  • A 8% benefits allowance with the option to take as salary or purchase a wide range of flexible benefits.
  • 26 days' annual leave with option to buy up to 12 additional days through flexible benefits.

Employment in this role will be subject to the National Security Vetting clearance process (and typically can take between 6 to 12 weeks post offer) and the passing of additional Bank security checks in accordance with the Bank policy.
