Department Overview

Strategic Change & Operations

Sitting within Markets, Banking, Payments, and Resolution (MBPR), the Strategic Change & Operations (SCO) directorate is central to the success of MBPR and the wider Bank of England. With around 120 staff, we work to devise and implement the operational delivery of the area and take the lead on issues relating to: operational resilience; change delivery, business planning and oversight; challenge and mitigation of operational risk; people strategy including promoting diversity and inclusion; management and control of end-to-end business process and data flows in relation to financial market operations.

Change Delivery

All strategic, regulatory, legal, and small change goes through the Change Delivery (CD) team in SCO. We ensure that change aligns to the MBPR three-year business plan. The team (of around 35 staff) supports MBPR to translate business visions into viable and effective change programmes. This is an exciting role at the heart of SCO and MBPR.

UAT Services

The UAT Services team is primarily responsible for the co-ordination and delivery of User Acceptance Testing (UAT) for system change across Markets and Banking divisions. This role manages the Test Leads (TLs) and provides support and guidance to the wider team.

The role offers significant exposure to operational business teams across Markets and Banking as well as collaboration with development and testing teams in the BOE's Technology and Change & Planning directorates.

Job description

This is a permanent opportunity where you will be responsible for coordinating all aspects of UAT across several critical and high-profile change projects.

The role offers an excellent opportunity to combine relationship management and analytical skills to ensure changes to business-critical systems are well scoped, sufficiently planned and appropriately tested. A key aspect of the role is engaging with business and technology teams to ensure delivery frameworks and governance around testing are applied consistently.

The role has day to day management of the TLs and their teams. You will develop them through sharing information optimally and mentoring to ensure that staff are productive, engaged, and motivated to deliver our business aims. This includes setting clear goals and SMART objectives. The role includes the responsibility for handling all colleague matters such as performance, absence, and sickness.

Role requirements

The role will include:

  • Providing expertise in the effective delivery of UAT and ensuring best practise is adhered to.
  • Line management responsibility of the TLs and a point of escalation for the wider team.
  • Providing advice, support, and challenge to ensure UAT testing is delivered in the most effective and efficient way.
  • Developing and maintaining relationships with key business areas and Technology partners.
  • Contributing to the planning of future change/projects, to mitigate potential system and resource contentions.

Minimum/Essential Criteria

  • Extensive experience in UAT, understands best practise principles and change management governance.
  • The ability to develop extensive knowledge and understanding of the BOEs systems and any changes planned.
  • Extensive experience of people and resource management.
  • Strong stakeholder management skills and an effective communicator to be credible with and influence others.
  • Experience making priority calls and supporting a team when shocks to plans occur and derail expected deliverables.

Desirable Criteria

  • ISTQB higher qualification.

Salary and Benefits Information

We encourage flexible working, part time working and job share arrangements. Part time salary and benefits will be on a pro-rated basis as appropriate.

Leeds salary of £46,720

London salary £51,870

National Security Vetting Process

Employment in this role will be subject to the National Security Vetting clearance process (and typically can take between 6 to 12 weeks post offer) and the passing of additional Bank security checks in accordance with the Bank policy.
