About Us: Cornwall Council is a dynamic and forward-thinking organisation committed to delivering high-quality services to our community. We are seeking a Shareholder Specialist to join our Customer and Support Services team within the Assets, Capital, and Commercial Services department.

Role Purpose: The Shareholder Specialist will be responsible for the day-to-day implementation of shareholder governance arrangements across all of the Cornwall Council-owned entities. This role involves supporting the Shareholder, Strategy, Policy, and Performance Manager in ensuring the performance of each entity meets the required standards and that reporting and decision-making processes are adhered to.

Key Responsibilities

  • Manage Reserved Matter consent decisions, including obtaining necessary approvals and publishing decisions.
  • Support the operation of Shareholder/Owner and Partnership Boards, ensuring compliance with legal requirements and robust documentation of meetings.
  • Assist in the approval process for business plans and annual shareholder reports.
  • Maintain a forward plan of shareholder activities and support the development of new Council-owned entities.
  • Provide direction, advice, and guidance to the wider Commercial Service and other stakeholders.
  • Develop and implement shareholder governance and reporting frameworks.

About You

  • Educated to degree level or equivalent professional qualification.
  • Excellent interpersonal and communication skills, with the ability to convey complex issues concisely to senior audiences.
  • Strong financial acumen and experience in managing and interpreting financial documents.
  • Proven ability to manage multiple stakeholders and competing priorities in a high-pressure environment.
  • Would suit someone with a governance or assurance background.
  • Demonstrated experience in a public sector environment is desirable.
