ONS operates a flexible hybrid working model across the UK, with colleagues linked to one of our contractual locations in Newport, Titchfield (Fareham), Manchester, or Darlington and working between office and remote throughout the week.

As part of the hybrid working arrangement there is a 40% minimum office attendance requirement. Attendance is typically at your contractual office, with occasional travel to alternative locations. The induction process for the role will be conducted in person. Due to estates constraints, there are currently temporary exceptions to this for colleagues based at Manchester and Darlington who are required to attend the office for a minimum of 20% of their work time

Due to current location restrictions, only those currently contractually based at London / Manchester or on homeworking contracts can select these locations as a preference.

The Office for National Statistics (ONS) is the UK’s largest producer of official statistics, covering a range of key economic, social and demographic topics. These include measuring changes in the value of the UK economy, estimating the size, geographic distribution and characteristics of the population, and providing indicators of price inflation, employment, earnings, crime and migration.

The ONS are looking for Statistical Production Analysts to play a key role within Surveys and Economic Indicators (SEI), and Financial Sector Accounts and Corporations (FSAC)

SEI - The Annual Re-development team is responsible for driving forward the changes needed to transform the R&D suite of surveys, the Annual Business Survey (ABS) and the Annual Purchases Survey (APS). It will work with all the relevant stakeholders and project enablers to ensure that the transformation of these surveys takes account of future user needs, improvements to methods, data capture via electronic questionnaires, and new data processing platforms. FSAC - NMFI branch is responsible for producing quarterly and annual estimates of GDP and Institutional sector accounts (SFA) for NACE section K, 64-66 (financial services excluding banks). The branch is responsible for producing estimates for 6 of the 9 sub sectors of Financial Corporations in the National Accounts. These data feed directly to GDP and the institutional sector accounts, and feed into other compiler areas across National Accounts as data inputs.

The Statistical Production Analyst is a key role in SEI & FSAC, responsible for production, planning and co-ordination of statistical and analytical outputs. They help ensure that the ONS produces high quality and timely statistics to meet our diverse stakeholder requirements, and ensure the appropriate information is available to make effective government policy and private sector decisions.

The exact responsibilities will be dependent on the post you are allocated to. The following gives an example of the types of responsibilities you may have:-

  • Managing the production process of economic statistics through coordinating survey teams and/or compiler areas to ensure internal, national and international data deliveries are made on time and to a high standard. 
  • Analyse and interpret data to understand movements, draw on a wide range of sources to develop a narrative, and identify and address issues in data processes, systems and methods where they arise.
  • Clear communication with stakeholders through the appropriate channels and delivering key messages to both technical and non-technical audiences.
  • Effective planning to ensure teams are sufficiently resourced, timetables are set and quality assurance processes are adhered to throughout the production cycle. 
  • Effective staff management and resource management (where applicable) – include building relationships.
  • Engage in and encourage a culture of curiosity to identify trends, stories and errors within statistics.
  • Ensuring their technical and analytical skills are kept up-to-date and participating in and promoting (where relevant) continuous improvement.

Production of statistics

  •  Lead the end to-end statistical production processes and day-to-day operations with little input from the G7 except for more complex issues.
  • Apply analytical skills and knowledge to implement and develop quality assurance processes.
  • Apply innovative thought, knowledge and subject matter expertise to resolve data and processing problems as they arise.

Stakeholder engagement and communication

  • Engage with a range of internal and external stakeholders, implementing a clear strategy to ensure that user requirements are understood and met. 
  • Develop close working relationship with internal and external stakeholders through maintaining regular communications using a range of different channels.

Management of resources

  • Manage resources across the branch and related areas to ensure outputs are delivered.  
  • Embed a clear strategic direction and instil a culture of continuous improvement.

Analysis of data

  • Develop subject matter expertise.
  • Analyse and interpret data in a wider economic context and link to relevant statistics across ESG.  
  • Develop extensive knowledge of statistical tools to model and experiment with data. 
  • Understand, adapt and apply programming languages to process, analyse and quality assure data. 

Communication of statistics

  • Identify and communicate trends and the wider context of statistics, and the methods and processes underpinning outputs. 
  • Present to both internal and external stakeholders and adapt presentations depending on audience.
  • Use multiple communication channels including presentations, publishing articles, internal briefings and papers.

Leadership

  • Able to inspire and motivate their team, providing clear direction.
  • Is an effective role model (leads by example, is approachable, shows enthusiasm, challenges inappropriate behaviour) .

The assessment process at the application stage will be based on your work history, skills, experience, CV, and personal statement. It is important that your application is tailored to highlight the skills, knowledge, and experience relevant to the role.

If a personal statement is required at application stage, it will state the maximum wordcount allowed, which should not be exceeded. Where it is a requirement to make a personal statement, you should provide evidence for each essential skill criterion listed in the person specification. As these criteria are scored, it is advisable to give clear examples for each one, including the impact of your actions, ideally utilising the STAR technique (Situation, Task, Action, Result).

In instances where a high number of applications are received, the sift pass mark may be adjusted, and candidates will be invited to interview based on merit order, i.e., those with the highest scores.

Stage 2 – Interview
