Overview Of Project/role
TfL’s
London-wide and Regional Strategy and
Transport Policy teams develop the strategies and policies that bring the Mayor’s Transport Strategy (MTS) to life — helping to create a greener, healthier, and more inclusive London.
At the heart of the MTS is a commitment to making it easier for Londoners to walk, cycle, and use public transport. We’re now looking for
Strategic Planners to join each of these teams and help shape the future of transport in the capital.
As a Strategic Planner You’ll Work Flexibly In One Or More Of Our Policy Areas, Which For The Transport Policy Team Include
- Carbon – developing the strategy to achieve net zero carbon for road transport by 2030
- Active travel policy – developing policies and plans to encourage more and more diverse Londoners to travel actively
- Buses – developing policies and plans to encourage more Londoners to use the bus and improve bus performance
- Streets policy – developing policy to make London streets healthier, safer and more inclusive
- Integrated planning – planning future investment, including working with London boroughs, to deliver new cycle routes, bus lanes, more pedestrian crossings, lower speeds and safer streets
- Freight – making freight safer, cleaner and more efficient for London including the developing the Direct Vision Standard and our strategy for cargo bikes
- Electric vehicles – planning the delivery of London’s Electric Vehicle Infrastructure Strategy
- Air quality – using policy levers to tackle London’s toxic air
Or in our
London-wide and Regional Strategy team you could be working across some of the following policy areas:
- New mobility – engaging with industry, government and other public bodies to anticipate, identify, and proactively shape new mobility services
- Strategic frameworks – focussing on providing regular updates on our progress in delivering the Mayor's Transport Strategy
- Pricing – developing policy for fares, road user charging e.g. tunnel user charging case making and policy
- Rail, Aviation, Spatial and Cross-boundary strategy – securing metroisation and devolution of rail services in London, addressing the environmental and surface access impacts associated with London's six airports, providing the strategic transport input into the new London Plan, and working with the sub-national transport bodies to facilitate sustainable cross-boundary travel
Key Accountabilities
Your duties will include, but not be limited to:
- Support the development of evidence-based policies, plans, and projects—drawing on analysis, research, stakeholder input, and best practice
- Work with internal and external partners to ensure transport priorities are reflected in wider strategies and plans
- Represent TfL in meetings and workshops, providing technical input and building strong working relationships
- Contribute to studies and project teams to define outcomes, explore options, and assess solutions
- Analyse legislation, data, and research to inform policy and project development
- Help develop guidance, targets, and metrics for specific modes, topics, or areas
- Support the appraisal of schemes and development of business cases
- Work with delivery teams to test and progress schemes that align with the MTS
- Promote innovative and effective approaches to tackling London’s transport challenges
Skills
Skills, Knowledge & Experience
- Good standard of verbal, visual and written communication, including producing high quality reports and presentations (Essential)
- The relationship between data and its intended application - Practitioner (Essential)
- Developing work plans – Practitioner (Essential)
- Initiation and feasibility of transport schemes in line with policies & other requirements – Practitioner (Desirable)
- Developing or assessing transport policies and procedures – Practitioner (Desirable)
Knowledge
- Relevant qualification at degree level or higher and/or professional membership / qualification of a recognised professional Institution (e.g. ICE; IHT; CILT; RTPI) or equivalent experience (Essential)
- Knowledge around emerging best practices in some of the following areas: transport, economics, appraisal, land use planning, environment, public health and urban design (Essential)
- Understanding of cities from the perspective of transport systems, health and environment, particularly London and its governance (Essential)
- Understanding of transport planning and the wider context to the development of projects and proposals (Essential)
- Understanding of project management processes including their strategic transport context (Desirable)
- Understanding of TfL's financial, legal, political and regulatory environment (Desirable)
Experience
- Experience of working in a flexible team environment, including multi-disciplinary teams (Essential)
- Experience of producing and presenting complex information in a simple way material for key stakeholders (internal and external) (Essential)
- Experience of working in a project, programme, planning or policy environment (Desirable)
