Position:
As the Transformation Governance Manager, you will be required to deliver the above commitment in a way that is in line with the key values of transformation at Hampshire Trust Bank:
- Govern: Building & implementing best-practice governance & controls that put the business first whilst minimising bureaucracy and waste.
- Illuminate: Providing early warning and decision-making support to stakeholders through insightful reporting and data analytics.
- Educate: Coaching & mentoring the transformation community along with key business stakeholders to support the delivery of benefits to standards and ensure appropriate capability exists to deliver projects and run the function.
- Support: Provide hands-on expertise to help teams deliver business critical projects and services against strategic objectives.
Requirements:
- Experience of operating in a challenging organisational environment balancing differing priorities and demands by using investment metrics, complexities and risk profiles.
- Experience of implementing governance structures across programmes and operational areas.
- Experience of influencing business professionals, with a focus on the benefits of governance controls and respective artefacts.
- Experience of delivering in a regulatory environment and the respective controls expected.
- APMP, PRINCE2, P3O, Managing Successful Programmes, Management of Portfolios, Management of Risk, Agile or PMI qualification.
- Ability to work collaboratively with multiple stakeholders and flex style appropriately to achieve the right outcomes.
- Demonstrates examples of the value that governance management can bring to large and/or complex engagements.
Other information:
Governance Controls & Framework
- Be the governance ambassador to ensure that there is a control culture, where governance practices and artefacts are at the heart of project & service delivery.
- Responsible for the change framework covering both the standards project & programmes must be delivered within and appropriate stage-gating of the projects and programmes within the portfolio to ensure appropriate levels of control and information capture are operating across the portfolio.
Financial Control:
- Full ownership of collating portfolio financials data, including forecasting, reconciliation, reporting, timesheet management, month-end/year-end close processes, and audit coordination.
- Act as the primary point of engagement with Finance, ensuring alignment between transformation plans and financial processes, including budgeting, forecasting, accruals, and cost centre management. Work closely with Finance Business Partners and other departments to ensure accurate reporting and accountability for programme spend.
Reporting:
- Responsible for the smooth-running of governance to ensure proper visibility and control of the performance and progress for key stakeholders.
- Ownership of all governance forums, including preparation and maintenance of governance packs (e.g. Change Committee, Scrum of Scrums), ensuring actions and decisions are tracked and followed through.
Audit and Risk:
- Resnsible for assurance and engagement with Internal Audit to be both proactive and reactive to lessons learned in order to drive a culture of continuous improvement.
- Own and coordinate the Risk and Control Self-Assessment (RCSA) process for Transformation, ensuring risks and controls are accurately captured, updated, and aligned to enterprise risk expectations.
Leadership & Resourcing:
- Management of the supplier community ensuring they operate within governance frameworks.
- Own and manage the resource plan for PMO resources to support the portfolio. Explore resourcing options, including outsourcing, and determine cost allocation strategies to ensure appropriate support across the portfolio.
