ONS operates a flexible hybrid working model across the UK, with colleagues linked to one of our contractual locations in Newport, Titchfield (Fareham), Manchester, Edinburgh, London or Darlington and working between office and remote throughout the week. Due to the requirements of the role, the post holder will be expected to attend 2MS for a minimum of 3 days a week (or 60% pro rata). Occasional travel to other locations will be required.

As part of the hybrid working arrangement there is a 40% minimum office attendance requirement. Attendance is typically at your contractual office, with occasional travel to alternative locations. The induction process for the role will be conducted in person.

ONS Property Services provides Facilities and Workplace support in offices across the UK with a Headquarter in Newport, Wales.

Job Description

Based in London at 2 Marsham Street in Westminster, you’ll take charge of delivering exceptional facilities, workplace, and concierge services to 300 UKSA colleagues across 1200m2 of office space (OSR and ONS). Acting as the ONS Intelligent Client, you’ll build strong relationships with the landlord (Government Property Agency - GPA) and their facilities management (FM) provider, ensuring they meet their lease commitments and deliver outstanding workplace support to UKSA colleagues.

Initially reporting to the Head of Facilities and Estates, who overseas operations across all 7 ONS locations around the UK, you will be a key member of the Property Services team that is part of the People and Business Services Division.

The UKSA operates a required office attendance of 40% but due to the requirements of the role, the post holder will be expected to attend 2MS for a minimum of 3 days a week (or 60% pro rata). Occasional travel to other locations will be required.

Responsibilities:

  • Facilities and Workplace Management: Ensure the delivery of high-quality workplace services, manage relationships with occupiers, and oversee landlord compliance with statutory and health & safety obligations.
  • Health & Safety Oversight: Act as the point of contact for H&S matters, manage incident investigations and reporting them as appropriate, co-ordinate and maintain emergency evacuation for ONS colleagues and visitors at 2MS and first aid training records, and contribute to compliance reporting.
  • Stakeholder Engagement: Build relationships with senior leadership, serve as an escalation point for operational issues, and manage interactions with UKSA colleagues, the landlord, and service suppliers.
  • Operational Support and Communication: Provide regular updates to office users, act as a key member of the Incident Response Team during emergencies, and ensuring consistent service policies across sites.
  • Administrative and Financial Responsibilities: Serve as Secretariat for the 2MS UKSA House Committee, support financial management through purchasing and budget tracking, and manage minor furniture and equipment moves.

Person specification

Are you a proactive reactive and resilient professional who delivers workplace services with a passion for driving results in an ever changing workspace? We are looking for a self-motivated individual to join our team, adept at managing an office workplace and its occupiers, including senior UKSA management.

Essential Criteria 

  • Experience of providing a visible presence by ensuring the best quality service and excellent customer communications.
  • Clear demonstration of FM skills in both meeting customer needs and managing supplier relationships.
  • Understanding of workplace analytics and data and the ability to translate it into insights when making decisions about the workplace.
  • Understanding to enable compliance with statutory, regulatory and professional requirements.
  • Some commercial experience gained within a property, facilities management or similar function.
  • Experience of monitoring of landlord and supplier performance indicators.

Qualifications

The post is part of the UK Government Property Profession and will require a commitment to work towards a facilities management qualification and IWFM Membership in the first year if not already held.

Stage 1 – Application

The assessment process at the application stage will be based on your work history, skills, experience, CV, and answers to the below questions. It is important that your application is tailored to highlight the skills, knowledge, and experience relevant to the role.

Answers to the following questions should be linked to the essential criteria – no more than 500 words per answer:

  • The 2MS landlord will provide the Facilities Management (FM) services to the ONS office space. How will you ensure that the FM supplier delivers acceptable levels of service at all times? Do you have any examples of how you have addressed poor service delivery?
  • It is the ONS’s responsibility to ensure our colleagues work in a safe office environment. As a Workplace Manager, how have you made sure the office or workplace standards have been maintained and addressed issues when they have not?
  • The Workplace Manager role will be the sole representative of ONS Property Services at 2MS. There will be plenty of opportunity to network with the wider Property Services team, but how will you remain motivated to deliver a quality service to ONS colleagues whilst working in a Hybrid manner?

As these criteria are scored, it is advisable to give clear examples for each one, including the impact of your actions, ideally utilising the STAR technique (Situation, Task, Action, Result).

Please note that Success Profiles Behaviour examples are not required at this stage of the application process.

In instances where a high number of applications are received, the sift pass mark may be adjusted, and candidates will be invited to interview based on merit order, i.e., those with the highest scores.

Stage 2 – Interview

If invited to interview, you will be assessed using techniques aligned with the Civil Service Success Profiles framework, covering all behaviours listed in the job advert. A presentation may be required at interview.
