About The Role
This is a unique and exciting opportunity to lead Haringey’s corporate response to one of the borough’s most complex and harmful issues—cuckooing. As an ASB Enforcement Officer (Cuckooing), you’ll be at the forefront of tackling the criminal exploitation of vulnerable adults and children, where homes are taken over by drug dealers and organised crime groups for illegal activities. These cases demand a nuanced approach, recognising that both perpetrators and victims may be subject to exploitation.
Responsibilities
You’ll implement a robust, multi-agency strategy that combines safeguarding with enforcement, supported by peer-led drug outreach teams. Key responsibilities include:
– Establishing and leading a dedicated cuckooing panel.
– Managing the borough’s reporting, triage, and intervention systems, and ensuring timely, tailored responses to drug-related ASB.
– Coordinate across services, raise awareness, streamline response frameworks.
– Work directly with victims and partners to disrupt, prevent, and reduce cuckooing—making a real difference to community safety and vulnerable residents’ wellbeing.
About The Team
The ASB Enforcement Team is a dynamic and dedicated group of professionals committed to tackling high-risk anti-social behaviour across Haringey. Comprising 8 ASB Enforcement Officers and 2 Enforcement Support Officers, the team operates under the guidance of the ASB Enforcement Team Leader and the ASB, CCTV and Enforcement Manager. Together, they deliver robust, community-focused interventions and uphold the borough’s commitment to safety, fairness, and resilience.
As part of our expanding approach to safeguarding and enforcement, we’re introducing two new MOPAC-funded ASB Enforcement Officer (Cuckooing) roles. These posts are a vital addition, set to lead the corporate response to cuckooing for the next four years.
About You
You’re a self-motivated and resilient professional with a strong foundation in ASB casework, legislation, and enforcement. With experience supporting victims and vulnerable individuals, you bring compassion and clarity to complex, high-harm situations. You understand how cuckooing operates and are equipped to challenge it through a mix of partnership working, policy application, and targeted enforcement.
Your communication skills are excellent, both written and verbal, and you know how to engage with a wide range of people—confidently, calmly, and assertively. You’re skilled in investigative work, from keeping accurate records and drafting statutory notices to navigating confrontational situations with fairness and tact. Adaptable and organised, you can manage conflicting priorities with minimal supervision, and you’re experienced in using relevant IT systems to support your work. Above all, you’re a team player with the passion and persistence to help disrupt exploitation, improve community safety, and achieve meaningful outcomes.
