Why Join Us?
Merton Council is a dynamic and award-winning local authority committed to modernising services through innovation and digital transformation. We’re investing in the future of Adults Social Care (ASC) by enhancing our core systems—ensuring high-quality, person-centred support for our residents.
This is a
permanent opportunity to play a leading role in shaping and supporting Mosaic, the council’s case management system for Adults Social Care. You’ll work on both
strategic projects and

The Role
As
ASC Systems Lead, you’ll be responsible for the configuration, development, and day-to-day support of Mosaic. Working closely with operational teams, finance, IT, and suppliers, you’ll gather requirements, manage changes, and ensure the system supports statutory and operational needs.
A key focus of this role is supporting
Mosaic’s configuration including finance, so knowledge of social care processes is essential. You’ll play a central role in ensuring the system is accurate, compliant, and aligned with the needs of Adult Social Care.
Key Responsibilities
- Configure and maintain Mosaic to support social care and finance processes.
- Deliver both project-based system changes and BAU updates.
- Gather requirements from stakeholders and translate them into effective system solutions.
- Manage testing (UAT, regression) and change control processes.
- Support data integrity, system documentation, and user training.
- Monitor performance and drive system improvements.
- Ensure compliance with data protection and social care legislation.
About You
You’re an experienced systems professional with a strong background in
Mosaic configuration, particularly within
Adults Social Care and finance. You’re confident working across departments, managing stakeholder expectations, and turning complex requirements into reliable system functionality.
You’ll Bring
- Proven experience configuring Mosaic, especially in Adult Social Care.
- Strong understanding of social care legislation and operational needs.
- Experience delivering system changes across project and BAU contexts.
- Excellent stakeholder engagement and communication skills.
- Attention to detail in documentation, data quality, and governance.
What We Offer
- A permanent, career-building role with real impact.
- Hybrid working and flexible working.
- Generous leave and Local Government Pension Scheme.
- Central office location with great transport links (Morden Station).
