About The Team
From mission critical systems that govern the movement of trains; digital information and payment systems across London; asset refurbishment or enhancement or customer movement; to buying engineering, architectural, professional services, marketing and branding services including generating significant revenue for TfL, P&C plays a key role in delivering all aspects of Transport for London’s obligations. It is our responsibility to plan, strategize and procure and manage every essential component that TfL needs to deliver the millions of journeys that take place on our network each day.

The Business Area
Indirects
Roles in the Indirects team can work with and learn over a dozen different category areas which include Professional Services, Contingent Labour, L&D, Advertising, Marketing, Branding, Electric Vehicles and many more. As the main provider of Outsourced Procurement Service to the whole of the GLA family, this team has a unique scope to be involved in a number of social, environmental, and carbon net zero initiatives Another great opportunity for any budding Commercial people is the significant value and revenue that this team generates from commercial deals in areas such as Adverting on the London Underground., Using a category management approach, the team manages the whole cycle of procurement to the customers GLA family wide.
Key Accountabilities
To support the Commercial Manager (Procurement) in the delivery of:
- strategic commercial direction for projects and categories from concept through specification, contract and procurement, design, delivery, verification and operational support
- enhancement activity to deliver value through: Supplier Relationship Management; Supply Chain Management and the development of commercial processes, guidance and tools.
- Professional Services - Consultancy
The Consultancy Team are at the forefront of delivering Consultancy Services across Pan - TfL and Pan - GLA. The sub – categories the team cover Management Consultancy, Professional Services, Engineering, Property and Architectural Services, Energy Consultancy, Insurance, Legal, Financial Consultancy and other Consultancy categories. The team are responsible for owning the end-to-end sourcing and contract management processes for consultancy, through strategy development to contract close. Team members are responsible for supporting the business to define commercial requirements and ensure these meet the desired business outcomes, while also delivering value from third party spend. Consultancy team members are expected to work closely with customers to understand desired outcomes and challenge requirements to achieve business aims in the most cost efficient way possible.
- People Services The people services team covers procurement for TfL and the GLA predominantly in the Recruitment, Occupational Health, HR, Learning & Development and Social Benefit areas..
Skills
Skills, Knowledge & Experience
- Ability to communicate effectively and to influence others through presentations, negotiation and written reports at all levels, i.e. up to Director level within TfL and up to Managing Director level externally.
- Proven resource management and skills to be able to prioritise work in a highly pressurised environment.
Knowledge
- Qualified to CIPS professional standard or equivalent.
- Detailed knowledge and understanding of current domestic and EU legislative requirements and proven experience in applying these to day-to-day procurement activities and documentation.
Computer literate and experienced in use of standard spreadsheet and WP software packages.
Experience
- Proven experience in commercial negotiations for procurements for at least two life cycles.
- Experience of managing a small team of specialists and /or ability to prioritise and work on own initiative.
- Experience in contract/purchase order management and administration and proven experience in using
