Are you ready to play a key role in one of the UK’s most critical infrastructure networks? Connect Plus Services (CPS), the asset support provider for the M25 and National Highways Area 5, is looking for a proactive and detail-oriented
Buyer to support our dynamic procurement and supply chain operations.
In this role, you’ll assist Procurement Managers in shaping and delivering supply chain engagement strategies that align with customer priorities and drive value across our operations. You’ll be responsible for procuring key packages in line with CPS’s procurement strategy—helping to mitigate risk and ensure the delivery of effective, efficient supply chain solutions
What you'll be doing
- Support procurement and estimating teams with tendering, supplier selection, market analysis, and risk/opportunity assessments.
- Conduct supplier evaluations, commercial checks, and monitor past performance.
- Assist in developing procurement plans, packaging strategies, and efficient procurement processes using best practices from Parent Companies.
- Maintain and manage the supplier database, including market assessments, engagement tracking, prequalification, and bid support.
- Collaborate with Parent Company Procurement teams to monitor key commodities and market trends.
- Develop and manage framework supply agreements, from strategy to negotiation and recommendation.
- Contribute to building long-term, performance-led supplier relationships focused on value, quality, and continuous improvement.
- Support local, diverse, and SME supplier engagement, including organising Meet the Buyer events and community outreach
Who we're looking for
We’re Seeking a Proactive And Commercially Astute Buyer With a Strong Understanding Of Procurement Best Practices And a Collaborative Mindset. The Ideal Candidate Will Bring
- Experience drafting NEC ECS and TSS subcontracts, with a solid grasp of contractual frameworks.
- Familiarity with e-tendering platforms, such as Jaggaer, and confidence navigating digital procurement tools.
- Strong commercial awareness, with the ability to assess impacts and make informed, value-driven decisions.
- A measured and analytical approach to procurement, ensuring best value while managing risk.
- The ability to work effectively under pressure, meet tight deadlines, and stay focused on key targets.
- A commitment to accuracy and attention to detail, ensuring high-quality outcomes in all tasks.
- Basic financial and accounting knowledge, supporting sound judgment in procurement decisions.
- A proven ability to work both independently and as part of a team, contributing to shared goals.
- Effective negotiation skills, with the confidence to engage constructively with internal and external stakeholders.

Connect Plus Services (CPS) brings together the collective strength of our parent companies - Balfour Beatty, Atkins and Egis Road Operation UK. With around 600 people, based at eight locations across the M25 network, we work on behalf of Connect Plus and National Highways to manage the operation of the M25 24 hours a day, 365 days a year, from routine maintenance to managing the whole-life requirement of thousands of assets across the network.
