We have an exciting opportunity for a Capacity Market Policy & Regulatory Advisor also known as a Capacity Market Design Advisor - Grade 12 to join our Rules management team.
Customer and Code Management is the directorate within Elexon that operates the more customer focused processes of the multiparty contractual framework that is the Balancing and Settlement Code (BSC). Sitting within Customer & Code Management, the Rules Management team supports Ofgem and industry to develop and implement changes to the Capacity Market (CM) Rules and BSC rules that are beneficial to the electricity market. The team regularly engages with senior Elexon colleagues and those across the GB electricity industry, delivering high quality outputs to external stakeholders, directly impacting and strengthening Elexon’s reputation.
Rules Management is split between the Capacity Market Advisory Group (CMAG), BSC Change, Digital Code Management and BSC Administration teams. The CMAG and BSC Change teams progress changes to the CM and BSC industry rules through a structured governance framework, developing solutions to complex technical problems. The BSC Administration team are the guardians of all controlled documentation, ensuring new versions of documents are implemented into the live operational BSC accurately in line with agreed implementation dates.
The Rules Management team also supports the operation of the BSC Panel and its sub-committees (industry Committees that oversee Elexon’s work). Rules Management also has a Product Owner that leads on improving the Rules Management service and the Digital Code product.
The CMAG team administers the CM Rules change process on behalf of the GB energy regulator, Ofgem. The team provides secretariat support for the policy advisory group, and provides technical expertise on the design of the CM framework to external stakeholders across industry, the regulator and government.
Job Purpose:
The Capacity Market (CM) is the government’s primary tool for ensuring security of supply and preventing blackouts in Great Britain. Since the scheme went live in 2014, billions of pounds in Capacity Agreements have been awarded to support investment in new firm power generation and innovative forms of flexibility, support improvements to existing assets, and maintain the economic viability of existing firm capacity. The CM Rules set out the obligations for participants to support the effective functioning of the market. These rules cover eligibility criteria, the processes for securing Capacity Agreements, and the responsibilities of Capacity Providers once agreements are in place.
With electricity policy in the UK evolving at unprecedented speed driven by ambitious decarbonisation goals (Clean Power 2030), rapid technological change, and the urgent need for secure, affordable power, now is an exciting time to be involved in shaping the future of the GB Capacity Market and ensuring its Rules framework remains efficient and effective in these changing times.
The Capacity Market Design Advisor (CMDA) role is a detailed subject matter expert (SME) on the CM Rules and Regulations, and the CMAG processes/governance. The CMDA will provide analysis, advice and support to internal colleagues and external stakeholders on potential changes to the future market design of the CM Rules - working together with external stakeholders including industry, Ofgem, government (DESNZ), the National Energy System Operator (NESO) and the Electricity Settlements Company (ESC).
More specifically, the post holder in their role as SME will:
• Develop and assess policy solutions for addressing issues arising in the Capacity Market Rules and present options internally and to external stakeholders.
• Lead and undertake specific pieces of electricity market design and analysis work to support CM Rules changes
• Provide SME support on the design and assessment of CM Rules changes with particular focus on strategic areas of significant importance
• Hold responsibility for explaining Capacity Market principles, obligations, and processes to industry, Ofgem, government (DESNZ), and internally (as delivering training and knowledge sharing will be an important part of the role)
• Lead and participate in department or cross-company projects / initiatives as a recognised SME. This may include support to the wider Rules Management area where required
• Enable and actively support knowledge sharing and transfer across Rules Management and wider Elexon
• Technically review all outputs of the CMAG team to ensure technical accuracy and appropriate messaging. This will include at least reports, documents and presentations
• Cover for other members of the CMAG team where required, and thus be willing to carry-out a wide variety of tasks related to the CMAG
