The Service & Team:
The post holder will be a member of the Capital Programme Management Office (CPMO) leadership team which is part of the Economy Assets and Regeneration Service. The CPMO are responsible for Capital Delivery across the Council and deliver a varied portfolio ranging from highways to housing delivery. The CPMO support the alignment of the capital programme with the Council’s strategic objectives, bringing together the processes and tools needed for project controls and identifying consistent delivery strategies.
The CPMO deliver in accordance with the Council’s Capital Operating Model (COM) and assist services across the Council with the commissioning of capital projects.
The Role
The post holder will be responsible for working across the whole capital programme and developing the planning and resourcing models to assure delivery across portfolios and the programme as a whole. The role has particular emphasis on working across all service clients to support the capital planning and associated resource required to deliver the capital programme within the Medium Term Financial Plan.

Working Pattern
The role is delivered Monday to Friday during standard working hours. Cornwall Council operates a flexible working policy. Candidates will be expected to work from the office for up to two days a week.
What You’ll Need To Succeed
You must possess a blend of strategic, financial, and operational skills to effectively align our resources with the Council’s priorities. One of your most critical skills is the ability to manage strategic resource planning through forecasting and allocating, and adjusting resources across a complex portfolio of capital programmes. You will have a deep understanding of capital investment cycles, project interdependencies, and organisational capacity, allowing us to optimise both human and financial resources over time.
In addition, strong financial acumen is essential. You must be adept at budgeting, cost forecasting, and financial risk management. You will be able to interpret financial data to make informed decisions on programme funding, investment viability, and long-term affordability. This role also demands familiarity with capital accounting principles, regulatory compliance, and funding mechanisms, particularly in sectors such as infrastructure, housing and property.
Stakeholder engagement and leadership are also crucial attributes. You must work closely with project managers, finance teams, external consultants, and executive leadership to ensure alignment between strategic goals and programme delivery. This will require excellent communication skills, especially when managing competing demands or limited resources.
Finally, strong analytical and problem-solving capabilities are essential. You will be required to continuously monitor portfolio performance, identify resource bottlenecks or underutilisation, and implement corrective actions. Proficiency in using programme and portfolio management tools) is desirable.
