Job Summary
As the Case Officer Manager within the Building Control function, you will be responsible for leading a team of Case Officers to deliver a wide range of services to support regulatory decision making – including validating applications for both functions, engaging and managing relationships with multi-disciplinary partners, working with regulatory leads to ensure assessment timelines are effectively managed and delivered. Additionally, you will be part of a wider senior leadership community to drive continuous improvement practice and building a high performance culture and environment to enable successful delivery of BSR’s key strategic priorities and business objectives.

Working Pattern
Part time working hours are available for this role. We can accept part time applicants who can commit to working a minimum of 30 hours per week.
Job Description
The government announced on 30 June 2025 that the Building Safety Regulator (BSR) is to become an Arms Length Body(ALB) of Ministry for Housing, Communities, and Local Government (MHCLG) and will be moved out of HSE. This is the natural next step in the development of the regulator and was always a likely outcome once BSR was established.
It has been confirmed that the ALB will be a Non-crown, Non Departmental Public Body (NDPB), and as such it’s employees will be Public Servants, rather than Civil Servants.
Any successful candidates recruited to this vacancy will initially be onboarded to HSE, with a move to the new NDBP to be undertaken in due course.
Key Responsibilities - Line manager to a geographically dispersed team of Case Officers, building capability through development, training, and support, providing coaching and mentoring to help them to develop to their full potential.
- Monitor and develop Case Officer Team, working with colleagues to drive and ensure consistent standards across BSR and HSE operational divisions, identifying any areas for procedural improvement and overseeing implementation of new or revised business processes.
- Oversee processes within High Risk Building Regulation in the Building Control team, ensuring that case officer resources are secured and deployed in a timely and efficient manner.
- Undertaking regular reviews of individual caseloads to identify issues / risks / efficiency opportunities, delivery against SLA timelines and making a decision on mitigation arrangements required. Lead performance and finance reporting for your team, including oversight and monitoring of regulator invoicing administration.
- Take the lead in resolving administration and customer care issues or disputes, including challenges from external stakeholders, or escalated internally by Team Leaders, Building Safety Case Officers and other BSR or HSE colleagues.
- Keep workloads and resources under regular review, working with colleagues and senior managers to ensure delivery of business priorities and any potential risks are identified and escalated where appropriate. Seek feedback from service users to support the continuous improvement process.
Travel
This role will also involve occasional travel to offices where team members are based therefore flexibility to be able to travel when needed for collaborative working, supporting and training colleagues & meetings is necessary. This may include the occasional overnight stay.
