Location: This role is based in The Quadrant:MK. This role is a full-time opportunity, flexible working patterns will be considered. For Quadrant:MK, you must live within 90 minutes.

Band & Salary: (Band 3b) £46,701 - £55,411

Brief Description

You will drive the development and successful implementation of a diverse portfolio of small to medium-sized enhancement schemes. Be the face of delivery—building and maintaining strong relationships with customers and stakeholders to ensure every project meets its full potential.

About The Role (External)

About the team..

We’re a customer-focused team leading the development and delivery of business change and IT enhancement schemes. Acting as the key link between Network Rail and its stakeholders, we guide projects from concept to completion—ensuring they align with business priorities and meet customer needs.

From shaping proposals and negotiating terms to tracking delivery and reviewing outcomes, we champion stakeholder interests while helping to drive strategic investment across the network.

What does the average day look like?

  • You'll spend your time engaging with customers and stakeholders—building strong relationships, developing project proposals, and ensuring Network Rail is responsive to their needs. A typical day could involve: Working closely with project teams, train planners and industry stakeholders to develop and refine project schedules, ensuring realistic and achievable delivery plans.
  • Driving the development of robust business cases for new initiatives, ensuring they are evidence-based, align with Capacity Planning’s strategic priorities, and tackle the real challenges faced by the business.
  • Assessing project schedule risks, identifying constraints and dependencies within the wider programme, and working with relevant teams to develop mitigation strategies.
  • Regular interaction with System Operator, finance teams, and external partners will be essential to track progress, provide performance reporting, and maintain strong governance across planning activities.
  • You will play a key role in driving improvements in planning processes and data quality, ensuring that scheduling activities align with industry best practices and contribute to long-term business objectives.


Alongside your core project responsibilities, you’ll also collaborate with colleagues across the wider Capacity Planning team, providing input and support in areas such as risk management, assurance, business planning, policy development and reporting. This variety will give you more exposure to multiple aspects of the organisation’s work and the chance to broaden your skills while contributing to our shared goals.

Whether you're shaping the early stages of a scheme or reviewing its successful completion, your work will have a direct impact on the future of the rail network.

Who are we looking for?

We’re looking for a customer-focussed, results-driven individual with excellent stakeholder management and communication skills. You'll be confident working with a wide range of people – from clients and delivery teams to suppliers and train operators – building strong relationships and influencing decisions at all levels.

While your main focus will be leading projects from concept to delivery, we are seeking someone with flexibility who can contribute across the wider Capacity Planning team in areas such as risk management, assurance, business planning, and reporting when needed. This adaptability will be key to supporting the success of the team.

Experience

  • Experience in managing and/or sponsoring IT-enabled business change projects.
  • Development of change proposals, including working with client teams to define business outcomes, client requirements and project outputs and success criteria.
  • Demonstrable expertise in project controls, including monitoring of project progress against KPIs.
  • Experience in managing budgets in line with forecasting processes.


Essential Criteria

  • Commercially astute, persuasive, and customer focused
  • Stakeholder management experience
  • Clear verbal and written communication at all levels


Experience of dealing with industrial client portfolios and negotiating contracts to finalisation and able to demonstrate commercial success
