Allen Lane are proud to be supporting the London Borough of Newham in their search to appoint a Culture, Engagement and Communications Lead on a permanent basis. This is a rare opportunity to help shape the culture of a newly established, sovereign Digital, Data and Technology (DDaT) function, as it transitions from a shared service model. If you’re passionate about cultural transformation and embedding agile ways of working, then this is the role for you.


The role sits within the Delivery and Oversight tower that ensures the effective integration of delivery, risk management and strategic governance across the whole DDaT Function. If the ‘A’ in DDaT could be its own definition it would be ‘Assurance’. Delivery and Oversight is crucial to help create and drive a culture in DDaT of performance, innovation and continuous improvement and inspire new ways of working for the rest of the Council.


The role

As the Culture, Engagement and Communications Lead, you will:

  • Lead the cultural transformation of Newham’s DDaT service, building a values-led, inclusive and high-performing environment
  • Develop and deliver internal communications that connect and inspire a diverse workforce
  • Oversee the design and implementation of staff engagement initiatives, wellbeing programmes, and training frameworks
  • Guide the team through change, embedding multi-disciplinary, agile ways of working
  • Champion equity, inclusion and staff development at all levels
  • Be the voice and steward of DDaT culture – ensuring that people and purpose remain at the heart of transformation


Key skills required

As the Culture, Engagement and Communications Lead, you will bring:

  • Significant experience leading organisational culture change, ideally within a public sector or transformation context
  • Deep knowledge of staff engagement, training design and internal communications
  • Proven ability to build trusted relationships and influence across complex organisations
  • A strong understanding of diversity, inclusion and wellbeing in the workplace
  • Experience developing communication strategies and behaviour change campaigns
  • A collaborative, strategic approach and a natural flair for storytelling and people leadership
  • Knowledge of Government Digital approaches for embedding DDaT ways of working (desirable)


What you get in return

A salary of £52,584 - £55,620 plus benefits which include the local government pension scheme, up to 31 days annual leave, flexible working, training opportunities and much more!
