Summary:
Under the direction of the Head of Land and Consents, the Development Manager is responsible for the successful delivery and management of specific land rights, environmental and planning consents and associated stakeholder engagement across the TI portfolio. Whilst the focus will primarily be on projects in the development (pre-construction) phase, these disciplines will also be applied for those TI project in construction and operations. It includes managing external advisers.

Transmission Investment is progressing a variety of projects and managing a significant portfolio HV electrical assets. This role will require oversight of land and consents activities across the following:
LirIC HVDC interconnection project between the Scotland and Northern Ireland;
Competitively Appointed Transmission Owner (CATO) projects;
OFTO Bidding: conducting due diligence on OFTO bids brought forward by Ofgem; and
OFTO Operations: maintenance of land rights and consents for the growing portfolio of transmission assets on- and offshore between the onshore grid and offshore wind farms.
FAB (France-Alderney-Britain) HVDC interconnection project between Great Britain and France;
Grid Stability Projects (one completing construction and three in development)

Responsibilities
Responsibilities will include, but are not limited to:
Land, Consents & Planning
Site Selection
Constraints analysis and desk studies
Regulatory context and Marine Spatial Planning
Strategic risk assessment for construction and O&M
Cable Route, Substation and Landfall Options
Constraints analysis and desk studies
Site visits and options appraisal
Early stakeholder engagement
Interaction of the above with engineering and grid connection options
Property Agreements
Negotiation of property, crossing & proximity agreements (onshore & offshore) for sites, cable routes and overhead lines;
Secure rights of compulsory purchase;
Deliver land agreements with offshore landowners such as The Crown Estate, Crown Estate Scotland
Consents Applications
Scope, instruct and manage all environmental survey work required to inform consenting and planning processes onshore and offshore;
Coordination of Environmental Impact Assessment (EIA) and Habitat Regulation Assessment (HRA;
Exercise judgement regarding the key decisions to be made to lead to convincing and appropriate consent / planning applications;
Coordinate and manage multiple consent / planning / Development Consent Order (DCO) processes to a successful conclusion, minimising onerous conditions to be discharged
Stakeholder Engagement
Be an effective champion and spokesperson for the project
Forge strong relationships and positive engagement with key stakeholders and planning authorities;
Lead and negotiate the community benefit arrangements for projects;
Conduct thorough and successful public consultations (town hall, parish council meetings etc) to deliver clear and accurate messaging about projects;
Conduct successful statutory pre-application consultation as required under the DCO / TEN-E process
Project management
Provide leadership, direct and manage your workstream within the project team to deliver project requirements in an accurate, efficient and resourceful manner
Report to the governance bodies of projects regarding the status of Development activities
Coordinate with multiple disciplines (especially engineering and design) to ensure a single team approach to delivering projects
Manage project development spend within budget
Manage project development progress to plan
Manage project risk and scope
Recommend any necessary changes to budget or plan
Periodically report of progress against budget and plan

Education, Work Experience & Qualifications:
'Right to Work' in the UK (essential)
Relevant degree or similar qualification
5 years experience land rights and/or consenting of UK infrastructure projects (essential)
Experience managing advisors and consultants (essential)
Experience of generation, transmission and/or offshore power projects (desired)
