Position: Director of Commissioning - Mental Health, Learning Disabilities and Vulnerable Groups, Joint Commissioning Committee (JCC)

Following the establishment of the NHS Wales Joint Commissioning Committee (NWJCC) on 1st April 2024 and a recent organisational restructure, we are seeking a Director of Commissioning - Mental Health, Learning Disabilities and Vulnerable Groups, Joint Commissioning Committee (JCC) to support our journey as a newly formed organisation.

The NWJCC is a joint committee of the seven health boards in Wales, with a Chair and Lay Members. We support collaborative commissioning across Wales, with around 120 staff based in Mold and Nantgarw/Treforest.

Our mission to be The Centre of Excellence for Collaborative Commissioning, improving health and care outcomes across Wales. We commission around 220 services, from NHS 111 and ambulance services to specialised rare disease services, and mental health, operating a £1.14bn budget.

Role

The NHS Wales Joint Commissioning Committee (JCC) is a Joint Committee of the seven Health Boards acting collectively on their behalf. The JCC has been established to commission a range of highly specialised, national and regional services for the population of Wales, with an expanding role in the provision of commissioning capability to support Health Boards and other NHS Wales partners. The Director of Commissioning - Mental Health, Learning Disabilities and Vulnerable Groups (MHLDVG) will:

Lead the JCC commissioning team/function in relation to the commissioning of mental health, learning disability services and vulnerable groups (MHLDVG) and other services as directed by the Chief Commissioner.

Lead the commissioning of MHLDVG serviwhere a national or regional approach is required, as agreed with health boards as part of the expanding remit of the JCC over time.

Lead on the service strategies and planning, service performance, service risk management, improvement and oversight for delegated commissioned services and lead on the development, engagement and enactment of the JCC’s Commissioning Framework, ensuring delegated services are commissioned effectively and clearly define high quality, affordable services that deliver improved outcomes for patients.
