Position Summary
Samsung Networks is a industry leader in Open RAN with commercial deployments in Asia, US, Canada and the EU markets.
As part of our continued expansion across Europe, Samsung Networks Europe is looking to hire an experienced and highly motivated head of Project Management Office and Delivery to oversee the delivery and maintenance of 2G/4G and 5G Open Radio Access Network with customers. You will manage and oversee the full delivery of projects by building a best in class organisation which will excel in the delivery of a complex project and deliver on all our network KPI and Support SLA commitments.
You will be responsible for leading the team in the deployment of multiple multi-year highly complex projects. You should be comfortable in working in a fast-paced environment and contributing to innovative solutions while demonstrating leadership, technical knowledge and attention to detail.
This role requires a person with a strong background in wireless networks and/or Operator IT environments to support Samsung Networks’ expansion in the European Market.
This is an exciting opportunity for the right candidate who can demonstrate a proven track record in delivering complex mobile network projects and has extensive experience in creating and maintaining highly satisfied customers.
This role is based in Reading, UK but will require travel to other project locations. You may on occasion be asked to travel to other European cities, Samsung Head Quarters in Korea and other places depending on business need.
The on-boarding timeline for this role is expected to be H2 2025.
Role And Responsibilities
Working closely with the Account and the Product/Solution teams you will assume the following responsibilities:-
- Functional management of a team consisting of PMO, Delivery and Operations professionals
- Successfully execute mainly Open RAN deployments across multiple sites and multiple customers in support of the growth of the business.
- Support recruitment, strategic development, training and process development
- Recruit, train, mentor and develop top PMO, Delivery and Operational talent
- Responsible for program management standards and tools used by the team
- Work in close concert with Sales, RnD, DevOps and Procurement functions
- Work with other Network leaders to effectively plan, budget, and allocate staff to support multiple programs.
- Establish appropriate governance, ensuring key stakeholders are identified and appropriately engaged, and clear decision-making process in place
- Deliver results within cost and schedule targets in support of Business objectives.
- Ensure establishment of program plans throughout the life-cycle of the delivery, change is controlled, dependencies identified and risks & issues are managed
- Implement and utilize the gated program processes and support product development gates and reviews
- Responsible for the full end-to-end delivery of the program including adherence to all program milestones and ensuring the highest quality of delivery throughout
- Build and maintain excellent customer relationships from the outset throughout the customer organisation up to CxO level thereby leading to a highly engaged and satisfied customer that maximises the chances of further opportunities & growth
- You will work closely with our customer in defining the e2e Program deliverables and associated timelines and you will own the deployment masterplan during the life cycle of the program
- You will work with key stakeholders to ensure all program milestones are achieved and communicated
- Full accountability for successful Service delivery including all design, integration and testing phases.
- Responsible for development and management of all process/procedures associated with the delivery functions
- Provide regular internal & customer reporting to all stakeholders including program progress, risks, issues & milestone adherence
- Ownership for the Program Governance including the Program Review meetings with the customer and internal project alignment meetings
- Ownership of the program RACI ensuring any updates are communicated both internally and with the customer
- Responsible for all Program Key Performance Indicators and associated risk/issue management
- Responsible for all program phases and interface points to both customer and Samsung internal functions
- Manage the program resource plan ensuring that the Samsung organisation is enabled in an effective and timely manner to avoid jeopardising the delivery
- Own the planning activities with Samsung RnD in Suwon to ensuring the plan is achieved, risks and issues managed and all stakeholders are aware of progress
- Manage the customer engagement on the ground ensuring the highest levels of customer engagement and satisfaction
- Timely analysis & reporting of activities including milestone achievement, risks, issues and success points
- You will own the relationship with our Global Service Centre in India ensuring timely identification of resourcing needs and ensuring all offshore services are delivered to an exceptionally high standard
- You will build and provide leadership to a highly motivated organisation of technical practitioners, program managers, supply chain and technical support staff in a matrix organisational structure
- You will be responsible for the full end-to-end delivery of the program including adherence to all program milestones and ensuring the highest quality of delivery throughout
- You will be responsible for the identification of service up-sell opportunities for existing commercial accounts through scoping and costing of activities and work closely with Account teams for associated pricing submissions
- You will support the Pre-Sales organisation by providing estimates and work scope activities for new business
What We Need For This Role
To be successful, you will possess the following skills and attributes:
- Experience in a Senior Program role in the telecom/IT sector
- Proven track record in the delivery of complex large scale programs preferably in the area of Radio Access Network Delivery
- Proven experience in working with large scale multi-functional teams in the delivery of complex IT and Core Telco projects
- Proven customer and stakeholder managements skills
- An excellent understanding of the relationship between supplier and customer during program delivery, with a minimum of 10 years’ experience in a similar role.
- Exceptional communicator both internally and towards the customer to CxO level
- Excellent organisational skills and an ability to anticipate customer’s needs and act accordingly
- Excellent level of presentation, communication and planning skills.
- Ability to prepare & deliver complex program plans and associated updates to a high standard within tight timescales.
- Highly effective Program leader who recognises the power of a positive team environment in delivering results
- Fluent in spoken and written English
- Excellent report writing skills
- Exceptional ability to navigate large and complex organisations to build relationships and influencing capabilities

- You will be recognised in Samsung as a real team player who works across the teams both internal and external to create both a successful project and a real mindset of working together to achieve results
