Venesky-Brown’s client, a public sector organisation in Dalkeith, is currently looking to recruit an Energy Performance Certificate Surveyor (Non-Domestic) for a short-term contract 3-6 months Market Rates (Outside IR35). This role will be based in Dalkeith with travel across the organisation.
Responsibilities:
- Review the full property list, confirming building size, complexity, and access arrangements.
- Develop an efficient survey schedule covering all 86 buildings within agreed timescales.
- Liaise with site managers, caretakers, and facilities teams to arrange access and ensure safety compliance.
- Undertake full EPC surveys for each property using the current SBEM-based Scottish methodology (or approved Dynamic Simulation Method for complex buildings).
- Collect detailed data on:
i. Building envelope (materials, U-values, air permeability)
ii. HVAC systems (types, controls, fuel, zones)
iii. Lighting systems (luminaire type, controls, occupancy sensors)
iv. Hot water generation and storage
v. Renewable and low-carbon technologies (PV, heat pumps, solar thermal, CHP, etc.)
vi. Metering, sub-metering, and energy monitoring arrangements
- Record additional information likely to be required under the forthcoming 2025-26 EPC methodology, including energy demand (kWh/m²/yr) and direct emissions (kg CO₂/m²/yr) metrics, and the presence of building automation or digital controls.
- Take accurate measurements, photographs, and notes to support future model revisions and audit traceability.
- Produce EPC models using approved Scottish non-domestic EPC software compliant with SBEM (or DSM) methodology.
- Generate EPCs, Recommendation Reports, and supporting documentation for upload to the Scottish EPC Register.
- Provide clean, named datasets (SBEM files, survey sheets, photo logs, floor plans) to the organisation’s Asset Information team for integration into corporate asset databases.
- Understand and apply knowledge of the Energy Performance of Buildings (Scotland) Regulations 2025, which will:
i. Replace the current EPC format with new metrics (Energy Efficiency Rating, Direct Emissions, Energy Demand).
ii. Reduce EPC validity from 10 to 5 years.
iii. Introduce a redesigned digital EPC register.
-Capture all additional data fields and assumptions necessary to support re-calculation of EPCs under the new methodology when it is introduced (expected October 2026).
- Advise the organisation of any gaps in existing building information or survey limitations that would affect transition to the new regime.
- Work in accordance with the Assessment of Energy Performance of Non-Domestic Buildings (Scotland) Regulations 2016 and Section 63 of the Climate Change (Scotland) Act 2009.
- Ensure all EPCs meet current audit and accreditation standards.
- Identify buildings over 1,000 m² that may require a Section 63 Action Plan, and flag these to the organisation.
- Submit weekly progress reports summarising surveys completed, EPCs lodged, and any issues encountered.
Essential Skills:
- Accredited Scottish Non-Domestic Energy Assessor (NDEA) at Level 4 minimum; Level 5 / DSM qualification desirable for complex buildings.
- Current membership of an approved Scottish accreditation body.
- Demonstrable proficiency with approved SBEM/DSM software for Scotland.
- Valid UK driving licence.
- Proven experience completing non-domestic EPC assessments in Scotland.
- Familiarity with large and complex public buildings (schools, offices, leisure, community).
- Awareness of Section 63 assessment process and reporting.
- Understanding of forthcoming EPC methodology and register reforms due by October 2026.
- Experience managing multiple concurrent surveys and delivering outputs to tight deadlines.
- High attention to technical detail and data accuracy.
- Ability to interpret technical documentation, O&M manuals, and BMS information.
- Strong digital file management and documentation discipline.
- Clear written and verbal communication.
- Professional conduct when accessing occupied schools and public buildings.
- Ability to work independently while coordinating effectively with the Energy & Property teams.
