Job Overview
Reporting to the Senior Maintenance Managers, you will have operational responsibility for the Estates maintenance team and work associated for the delivery of maintenance activity in accordance with the planned & reactive maintenance and associated service level agreements.
You will have direct line management of the in-house estates labour force, this includes resource planning, development of PPM’s in conjunction with the Senior Maintenance Manager and Estates Officers, auditing of completed work orders, and identifying performance issues and development needs within the department.

Main duties of the job
You will be responsible for all aspects of Health & Safety Management in connection with and associated with the delivery of a planned & reactive maintenance and minor works. Ensuring that all staff and contractors work safely, and that patients, staff and visitors are not placed at risk of harm because of maintenance activity.
You will ensure all work/tasks have been appropriately risk assessed before work commences regardless of who undertakes the work (DEL or contractor).
Ensure the department has sufficient appropriate resource available, through directly employed labour or contracted service provision, to enable health care service delivery and to meet statutory and mandatory requirements.
To establish, update, manage and renew maintenance contracts with specialist and other third-party providers seeking best value. Keeping the Senior Engineer informed of any fall off in performance or increasing failure rates (Mean Time between Failures).
Ensure planned & reactive maintenance and minor works activity has zero or minimal impact to service delivery; that costs are controlled, and service level agreement & key performance targets are met
You will be identifying opportunities relating to service improvement, innovation and development; presenting such matters to the Departments Senior Management Team for consideration. This includes the development and submission of business cases to support such schemes.

Detailed Job Description And Main Responsibilities
- Direct management of the in-house estates labour force, this includes resource planning, development of PPM’s in conjunction with the Senior Maintenance Manager and Estates Officers, auditing of completed work orders, and identifying development needs within the work force.
- The post holder will have sufficient knowledge and experience to be recognised as an Appointed Person in one of the primary disciplines (Electrical, Medical Gas, Ventilation or Water)
- To be responsible for the delivery of the maintenance plan both planned maintenance programme and reactive works ensuring both the plan and programme are resourced to meet all statutory requirements, agreed safety inspection periods and accident prevention criteria.
- Carry out diagnosis and repairs of systems malfunctions for BMS equipment which includes Sensors, transducers and control panels.
- To provide technical and managerial guidance to maintenance department staff
- To meet with contractors and other service providers/contractors to reach technical solutions relating to Building HVAC Systems, such as Boiler, Chillers, AHUs etc. and select the most appropriated remedial solution referring to the Senior Engineer if deemed necessary.
- To ensure, by developing and undertaking audit, that safety programmes, safe systems of work, access control, permits to work and risk assessment are completed, reviewed, issued or undertaken as appropriate. To instil in others the need to plan effectively and undertake appropriate risk assessment. To take control and issue management instructions (including the suspension of work) if any deficiencies in safety policies, procedures, assessments or work plans are discovered and such action is warranted.
- To be responsible for the review and upkeep of the fixed plant assets and maintenance equipment (including tools, safety & access apparatus and machinery) inventory information ensuring that “when serviced dates” have been entered promptly to enable forward maintenance planning.
- To create a long-term strategy and long-term planning of projects, maintenance plans as well as emergency planning for critical trust services.
- Responsible for Trust policy development for engineering maintenance keeping in line with national procedures and policies
- Signatory for departmental budget, sign off for contractor and supplier invoices
- To be responsible for a customer focused maintenance service taking ownership of problems and keeping the customers apprised of resolution thus presenting a professional service to the customers.
- To ensure that only competent contractor operatives are working for Estate Maintenance. This requires the post holder to seek assurances from contractor employers that their staff or subcontracted staff are competent. This may include obtaining copies of any training records and supporting information from the contractor’s employer.
- To ensure that all contracted work operatives receive induction prior to commencing work and that all contracted operative as appropriately supervised when working at any NBT site.
- To ensure that all Trust owned or hired maintenance equipment and workshop plant is correctly maintained, is subject to regular inspection and is subject to regular review to establish if such equipment or plant is still required and if it is, to verify that is fit for purpose.
- To undertake specialist training and assessment to fulfil Responsible persons and authorised person roles as required in support of estate maintenance activity.
- To ensure that high standards of customer service and communication are maintained and improved upon for all maintenance activity delivered by DEL or contractors, acting swiftly to ensure the reputation of the Department is held in high esteem and meets customer expectation.
- Working with the Senior Engineer to create and manage improvement plans relating to productivity and work quality deficiencies brought to light through Computer Assisted Facilities Management system monitoring or customer feedback.
