Location: Various council sites including Merrion House, Cross Green and Stourton as well as home working.

Following the completion of one of the largest and most innovative flood schemes in the country this year, we are seeking to recruit to a number of roles across our team, and we have opportunities at a range of grades and in different specialist areas. Although traditionally flood risk management is a civil engineering discipline, our FCRM team here in Leeds is looking for a diverse group of people that can bring skills and experience from a broad range of disciplines, such as (but not limited to) geography, project management, infrastructure operation and maintenance, data management, and environmental management.

About You
As an Engineer in Flood & Climate Resilience Management, you will bring to the role:
- General computer expertise including proficiency in Geographical Information Systems, database applications, data management, and Microsoft software such as Excel, Outlook and Word.
- Experience in the maintenance and development of asset management systems, and a commitment to continuous improvement.
- Ability to manage competing priorities and respond to the reactive nature of the role.
- HNC/HND or similar relevant qualifications or experience relevant to the role.
About The Role
No direct engineering qualifications are required for this role.
To work as a member of the Flood & Climate Resilience Management team engaged in all works to reduce flood risk in Leeds and protect the residents, businesses, and critical infrastructure from the challenges of the Climate Emergency.
This role sits within the Technical Systems function of Flood & Climate Resilience Management and is focused around managing and improving our flood asset and risk data, systems, and applications to ensure we fulfil our responsibilities as a Lead Local Flood Authority and to support the Council’s Best City Ambition. Our work supports colleagues across the whole team and as such we are involved in a wide range of projects and activities, making the day-to-day role varied and interesting.
As an Engineer in Flood & Climate Resilience Management, you will be involved in:
- Mapping flood risk assets across the city and analysing a wide range of data using tools like Geographical Information Systems, MAP Rain, databases such as AMX, and more.
- Maintaining and developing these systems and the Leeds Flood Risk Asset Register , providing support, testing and training as required.
- Responding to data requests and supporting the wider Flood and Climate Resilience Management team with our incident response, as well as the delivery, inspection, operation, and maintenance of flood risk assets, and data analysis for current and future projects across the team.

Job purpose
To work as a member of the Flood & Climate Resilience Management team engaged in all works to reduce flood risk in Leeds. Also to engage in the delivery, inspection, operation and maintenance of flood risk assets, undertake activities as required and supervise the work of other staff within the team.
Responsibilities
- To support and contribute towards reducing the risk of flooding in Leeds by ensuring that all stages of the development, delivery, operation and maintenance of works and assets are properly utilised in the management of flood risk.
- Maintain and develop Flood & Climate Resilience Management systems and Leeds’s Flood Risk Asset Register accurately, consistently and timely.
- Liaise with partner organisations to manage the currency of flood risk-related GIS data sets and develop the range of existing spatial data held.
- To be motivated to achieve Corporate Plan, Service Plan and Divisional Plan objectives.
- Promote and deliver positive solutions to achieving diversity and equality in all aspects of service delivery, and community engagement areas, focusing on equality of outcome.
- Work towards achieving a good level of technical competence. Provide technical support to the processes and procedures operating within the team.
- To improve own practice through observation, evaluation, discussion with colleagues, development programmes, and knowing when to seek help and advice.
- Contribute to the service’s overall ethos, work, and aims by working collaboratively with colleagues and attending relevant meetings and training as requested.
- Be aware of and comply with Leeds City Council policies and procedures in the duties of the post and as an employee of the Council, reporting all concerns to an appropriate person.
- Assist the wider team in the management and supervision of junior members of staff and the supply chain.
- To ensure the team delivers against its KPIs.
- Provide a high-quality and cost-effective flood risk advisory service to support the growth agenda for the city.
- Support and assist in the development of policies.
- Maintain good awareness of Health and Safety, and key planning and drainage legislation, as it applies to the work of the team.
- Provide expert advice to other sections of the council on flooding and drainage.
- Ensure that own work contributes to the sustainability agenda.
- Working knowledge of various hydrological and hydraulic modelling methods, surface water drainage design and associated software, including SuDS, GIS, and AutoCAD.
- Carry out the investigation of land drainage and flooding problems as directed and report thereon.

Qualifications
HNC/HND or similar relevant qualifications or can demonstrate relevant experience at a senior level.
