About The Role
As our next Group Operations Manager, you will work closely with our operational Highways Maintenance Service. You will be working on projects and initiatives that will help shape and enhance the way that the service is delivered. You will work as part of a small, vibrant and passionate team to ensure that projects are delivered to a high standard, which will enhance the Leeds highways infrastructure.

Job purpose
To undertake, lead and contribute to the successful delivery of major projects and work programmes within Highways and Transportation, with the focus on Highways Maintenance.
To enable and contribute to the successful delivery of projects relating to Highways Maintenance and optimise business development opportunities.
To ensure that project and scheme objectives are delivered on time, within budget and to expected levels of quality.
To engage with partners and other stakeholders to gain agreement and commitment to delivering change, co-operation and resources to successfully deliver service improvements.
Responsibilities - To manage and lead:
- The development and production of business cases and other programme and project documentation to support efficient operation.
- Project planning and the production and management of programmes, projects and work stream plans.
- Effective update, configuration, change management and version control of programme and project documents.
- The identification and capturing, recording, classification, monitoring and reporting of programme, project and work stream issues and risks.
- The identification, monitoring, tracking and capturing of programme, project and work stream benefits.
- Preparation of briefings, reports, publicity and other materials, and the presentation of these in ways that meet the needs of different audiences.
- Supervise the ordering and requisition of goods and services, maintaining budgetary records, expenditure details and information relating to purchases and orders.
- Delivery of change through analysing current practice and recommending improvements.
- To lead, prepare and contribute:
- To projects using appropriate project management methodologies.
- To meetings, workshop, workgroups and SMT meetings which will help develop forward plans.
- To ensure that:
- Competing priorities are managed, ensuring consistency of approach with a key focus on delivery and quality.
- Stakeholders are kept abreast of developments, internal and external, which have implications for the Highways and Transportation Service and the wider partnerships.
- Assignments are carried out with minimum direct supervision and in accordance with specified work programmes, project briefs, and timetables.
- Line management and matrix management is undertaken as required.
- Work is completed within all relevant policies, procedures and systems.
- All other duties considered commensurate with the post.
Qualifications 3 to 5 GCSE graded 4 to 9 (C to A*) or equivalent are essential. It is desirable that you hold a 2:1, or higher, degree in relevant area, or have experience working in a Highways area.
Essential requirements It is essential that the candidate should be able to demonstrate the following criteria for the post. Candidates will only be shortlisted for interview if they can demonstrate that they meet all the essential requirements.
- Experience of leading, managing and contributing to a variety of projects relating to transformation and service improvement, and delivering them on time, within budget and to agreed quality standards.
- Experience of identifying, quantifying and realising benefits as part of projects or programmes
- Experience of identifying and managing risks associated with projects or programmes.
- Experience of delivering change through analysing current practice and recommending improvements.
- Experience of analysing, interpreting and presenting business data to support the case for change that drives up standards and performance.
- Experience of analysing operational requirements, recommending improvements and implementing change.
- Good understanding of the functions of Highways Maintenance and issues, challenges and the environment they operate within.
- Understanding of service delivery issues.
- Experience of dealing with matters which are highly sensitive and confidential.
- Experience of managing competing priorities whilst delivering on a range of projects and adapting to changing circumstances and priorities.
- Experience of taking forward initiatives from development to implementation.
- Experience of communicating key issues effectively, clearly and succinctly both in writing and verbally to a range of audiences for example, through writing reports and delivering presentations to a very high standard.
- Experience of making swift decisions and judgements and working using own initiative.
- Ability to work to specified work programmes and timetables.
- Ability to plan and facilitate workshops, as well as chairing and contributing to a range of meetings.
- Experience of developing productive working relationships that command respect, trust, and confidence.
- Experience of working effectively with other teams, services and departments to deliver cross-cutting projects
- Experience of line management or of leading staff assigned to project teams.
- Experience of working effectively with others to deliver projects including those who may have competing priorities to negotiate the best way forward.
