Operations Manager (Cleansing) Role Profile

Plymouth City Council is seeking an experienced and motivated Operations Manager to lead our citywide cleansing services. This is a pivotal role in ensuring Plymouth remains a clean, safe, and welcoming environment for residents and visitors alike. It is an exciting time to join the team and help shape the service for the future.
As Operations Manager, you will oversee the delivery of a wide range of cleansing activities, from street sweeping and fly-tipping removal to graffiti clearance and weed management. You’ll lead a dedicated team of over 60 staff, managing a fleet of 30+ vehicles, and ensuring services are delivered efficiently, safely, and to the highest standards every day of the week. The role will be predominantly based at our main depot site.
You’ll be responsible for embedding a strong health and safety culture, driving service improvements through digital systems, and managing a multi-million-pound budget. Your leadership will be key in fostering a culture of accountability, innovation, and customer service excellence.
We’re looking for someone with substantial experience in operational management who thrives in a fast-paced, people-focused environment. Performance management, communication, planning, and stakeholder engagement skills are all essential.
